Abstract [en]

Climate change and the global waste crisis call for action to create effective and long-term sustainability transitions. They present a challenge to governance where state leaders and policy makers are increasingly turning to public procurement as a strategy to ‘meta-govern’ towards circular economy. This paper explores the usefulness of a decision-based organizational perspective (Ek Österberg & Qvist 2023) to describe and analyze why and how public procurement emerges as a key governance strategy in the circular transition. It reports on an ongoing qualitative study on sustainable and circular procurement in Sweden.
