The School Principal – a political marionette or democratic executor?
A study of the principal’s role in the Swedish school system from a political perspective, with focus on the work environment.
The thesis is graduate work for a Master’s degree in the Department of Education at the University of Stockholm.
The main empirical foundation of the thesis is based on the following components: a review of the Swedish Work Environment Authority’s inspection of the work environment of 66 school principals, distributed among five municipalities within Stockholm county during the period 2004-2006; interviews with five administration managers within the affected municipalities; and a review of the political visions of the parliamentary parties (Riksdag) in the Parliamentary Committee on Education.
The validity and reliability of the study are deemed to be relatively good. However, the validity should be discussed further.
Section I of the thesis is the study’s theoretical model. The section commences with a review of the school leaders’ legislation as well as theories regarding school management and leadership. This section concludes with an account of the study’s methodological model.
Section II reviews the study’s outcomes on the basis of the results of the Swedish Work Environment Authority’s inspections, responses from the school leaders, thoughts of the administration managers, as well as visions of the politicians.
Section III connects the role of the school leader from a political perspective and linked to the work environment. This section concludes with a discussion of the captured empirical data.
The conclusions of the study show that the school leaders’ political environment influences their assignments and the number of surrounding players significantly influences the school leaders.
Questions raised by the study are:
When should school leaders have an environment conducive to work in their profession? When should school leaders receive an adequate formal qualification for their multi-facetted assignments?
