Abstract [en]

Increasing demands on public sector organisations to manage resources more efficiently and make more effective decisions have generated a newfound interest in performance management.The purpose of the thesis is to descrive how and to what extent a version of the Balanced Scorecard, BVS, has been implemented as an effective performance management system within one of the Health Care Provision Districts of the Stockholm County Council. The ambition is to increase the knowledge about the adoption of a performanve management system within a public health organisation and to illuminate the effectiveness of the Balanced Scorecard within such an organisation. The conclusions drawn from the case study of NLPO are that the Balanced Scorecard is not yet implemented as an effective performance management system at all levels of the organisation. However, the study also suggests that the problems with the Balanced Scorecard are not mainly related to implementation but to whether or not it is an adequate model for the public health sector at all.
