Centralized e-Mail System: Government Network Case Study

The Mozambique eGovernment Strategy has, as one of its objectives, the use of ICTs to improve the effectiveness and efficiency of the public service delivery. The achievement of this objective depends on the development and deployment of several information systems, such as the implementation of a centralized and government-wide e-mail system, instant messaging and other common communication services. In this paper we analyse the implications resulting from the current approach of using different Internet Service Providers (ISPs) and disaggregated e-mail systems for e-mail communications between public institutions in Mozambique and we propose another approach to the Government of Mozambique for e-mail communication. The information and data used for the analysis were collected through interviews, questionnaires and GovNet statistics and traffic measurements. The main contribution consisted in applying scientific approach for advising the most appropriate alternative of e-mail system for the Government of Mozambique.
