“Praktiken har gått sin egen väg”: Om hur socialarbetare tänker och resonerar kring förhandsbedömningar i den sociala barnavården

The aim of the study Praktiken har gått sin egen väg is to examine how a group of practicing social workers thinks and reason on the work regarding prior assessments (förhandsbedömningar) in social services for children. The study is conducted through semi-structured qualitative interviews, one group interview and three individual. The theoretical framework, which we apply to our empirical results consist of the concepts of “freedom of action” (handlingsutrymme), gatekeeping and street-level bureaucracy. The results of the study shows that there seems to be a disagreement about what the förhandsbedömning should include and whether it is a problem that the assessment process varies both within and between municipalities. A result worth noting is that there also seems to be a disagreement as to whether an assessment instrument is desirable or not. Another discovery is that workplace cultures have impact on the assessment process. Finally we can conclude that it appears as if the practitioners have “gone their own way”.
