    Abstract [en]

    This study set out to analyze how background-context, prognoses and evidence-based facts are referred to in child welfare investigations and judgments concerning coercive care of neglected children. The texts of social investigations and court judgments in 16 cases concerning parents (30) and their children (29) in two counties in Sweden were analyzed by a hermeneutic case study. All cases concerns section 2 in The Care of Young Persons (Special Provisions) Act (1990:52), which states that coercive care shall be decided if, due to neglect or some other situations, there is a “palpable risk of detriment” to the child’s health or development. Theoretical framework of sociology of law and of normative legalism were used. The study shows that background-context, prognoses and evidence-based facts seldom are connected in the texts. Background-contexts quantitively dominates, while prognoses are vestigial and rarely enunciates as emanating from evidence-based facts. Instead of describing risk-assessments a plurality of the descriptions in the texts pictures the children as already harmed by neglect. The conclusion of the study is that the sociological conceptions of “a palpable risk” differ a great deal from the legal-theoretical interpretation of the concept.

    Abstract [en]

    Social support in independent living for persons with psychiatric disabilities – meanings and impactsSocial support in independent living is the most common social intervention for persons with psychiatric disabilities in Sweden. This article investigates what constitutes supportive social support, its meanings and impacts in respect of context, interaction and time. The article emanates from a reanalysis of the results of three user-oriented studies. In total, 56 persons with experience of this type of social support were interviewed. The analytical framework derives from theories of social interaction. The findings reveal that supporting social support is a complex social intervention conveyed through ”the doing”, the talking and the company of the support worker. The findings also show that the restraints of everyday life are allayed or abrogated due to the support: the undoable becomes doable. Finally there are impacts on the psychosocial situation: it contributes to increased well-being and improved psychiatric conditions.

    During the 2000s, the National Board of Institutional Care (SiS) has reported an increase in violent incidents between staff and young people. This article focuses the staffs´ professional everyday life, especially descriptions of how they handle violence in their professional everyday life and what directions the violence takes. The staffs´ everyday work is often depicted on the basis of various dilemmas and tensions, which can affect how they maneuver in terms of how they deal with, and are affected by, violence during their professional working day. The purpose of this article is to illustrate how staff describe the violence they encounter in terms of form, direction and extent, including their own handling of the violence. The theoretical starting point regarding violence is taken from a relational perspective where context, situation, form and intention are important for how violence is understood. The staff’s work is understood with the help of both Hochschild’s and Bolton’s descriptions of emotional work, where emphasis is placed on the development that Bolton pointed out regarding the importance of colleagues regarding feeling-rules. Fifty-three semi-structured interviews were conducted with staff at three different secure units for adolescents in Sweden. The material was organized through a thematic analysis, yielding four themes placed under two headings; ‘A violent scene? A matter of definition’ and ‘Handling violence: strategies employed’. The results show how staff describe youth as the violent party and how they suppress their own emotions. Additionally, staff articulated their own use of violence toward youth and their emotional stance, describing an interpersonal shield that protected them from violence. The results underline the importance of raising questions about the nature of violence in secure units for adolescents and how staff handle such violence in their everyday work.

    Institutionsvård för barn och ungdomar (kollektiv vård och behandling dygnet runt) är en ofta ifrågasatt insats. Att föra samman barn med stora behov är förenat med risker och det finns ont om forskningsstudier som tydligt kan visa institutionsvårdens nytta för barns utveckling. Vårdformen präglas återkommande av skandaler och i Sverige rapporterades nyligen om våld och övergrepp vid Statens Institutionsstyrelses (SiS) särskilda ungdomshem. EU (Europeiska unionen) förordar “avinstitutionalisering” som överordnat mål och många länder, inklusive Sverige, prioriterar vård i familjehem framför institutioner. Samtidigt har institutionsvård en befäst position inom samhällsvård världen över. I Sverige är omkring vart fjärde barn i samhällsvård placerad vid ett HVB- eller SiS-hem. Svensk institutionsvård (SiS-hemmen undantagna) utförs på en löst sammanhållen marknad där vårdutbudet till stor del bestäms av privata aktörer.

    I antologin Revitalizing residential care for children and youth. Cross-national trends and challenges (Oxford University Press, 2023) diskuteras institutionsvård i sexton västländer (inklusive Argentina). Boken gör nedslag i så skilda länder som USA, Spanien, Israel, Finland och Tyskland (dessvärre ingår inte Sverige i antologin). Syftet med boken är att ge en bild av hur institutionsvård används i olika länder, men även att identifiera framgångsrika praktiker.

    The number of unaccompanied minors arriving in Sweden has grown rapidly in recent years and the care of these children has become a significant part of the Swedish child welfare system. In this article, we discuss what has happened to the residential care market (known as HVB for short) in which most of these children are placed by the municipal social services. The specific questions we seek to illuminate are: Which type of residential care actors have expanded their operations? Have new actors entered the residential care market for unaccompanied minors? How can we understand changes in the residential care market in the current situation? The study is based upon the Health and Social Care Inspectorate’s registry of all licensed residential care units in Sweden. We compare data for all residential care units that targeted unaccompanied minors in 2014 with an updated register from March 2016. The residential care units are categorized based on organizational type (municipal, large and small private companies, municipal entrepreneurs, and non-profit organizations) and the article illustrates the composition of organizational type. The results show that despite the growing need for residential care for unaccompanied minors, the composition of organizational type has not changed significantly since 2014. However, the number of beds for unaccompanied minors is higher than for traditional HVBs, and it has increased between 2014 and 2016. The study also indicates that the composition of residential care for unaccompanied minors differs from the residential care market for other groups of children and young people.

    Syftet med artikeln är att analysera organisering av och synen på mottagandet av ensamkommande barn inom socialtjänsten våren 2016 – en tidpunkt då antalet asylsökande ensamkommande barn nyligen nått en extrem omfattning under kort tid. Artikeln baseras på en totalundersökning (enkät) av socialtjänstens resurser, organisering och insatser i arbetet med ensamkommande barn och ungdomar. Resultatet visar att trots en statlig ambition om normalisering och integrering av mottagandet i den sociala barnavården, har en tydlig respons från socialtjänsten varit att specialisera verksamheten utifrån den ökande klientgruppen. Den här studien ger inget belägg för att specialiseringen lett till bättre kvalitet, tvärtom indikeras ett positivt samband mellan kvalitet och en integrerad organisation. Främst tyder studien på att resurser, övergripande samverkan och engagerade politiker har varit viktigt för hur man inom socialtjänsten uppfattar möjligheten att anpassa stödinsatser efter behov och att följa upp insatser. Noterbart med tanke på tidpunkten för studien är att  en majoritet av respondenterna (företrädesvis chefer inom socialtjänstens verksamhet för ensamkommande barn) var förhållandevis nöjda med det stöd som erbjöds till ensamkommande barn/ungdomar, dock påtalades brister i möjlighet att följa upp och tillgång till insatser som matchar målgruppens behov.

    Social work involving child protection investigations is extensive within social services. The largest proportion of investigations are initiated due to reports of concern. Between the years 2010 and 2021, national statistics indicates that reports of concern increased by 200 percent. This article analyses the social services’ handling of child protection investigations initiated due to concerns about violence. The article is part of a larger study of privatisation in child protection investigations in six municipalities, with comparisons between investigations carried out by municipally employed social workers and private consultants. A high proportion of the investigations examined were initiated due to concerns about violence. The article analyses child protection investigations regarding 70 children, where the reports of concern contain information about violence, either concern about violence against the child or concern that the child experienced violence in close relationships. The article is based on qualitative and quantitative content analyses of the investigations and interviews with professionals. The results show that violence could tend to disappear in the documentation during the investigation process. The investigator could reformulate the questions that guided the investigation and reformulate the statements about violence from one person (father) towards another person (mother) into parental “conflicts”. Instead of a focus on violence, the focus of the investigation could be directed towards the parents’ own problems or the child’s behaviour. One explanation could be that, according to the reports of concern, children who were exposed to violence did not always have the opportunity to express themselves in safe and secure ways during the investigation process. The study shows differences between investigations carried out by private consultants and employed social workers in terms of children’s participation and the extent to which investigations led to any intervention.

    R&D units in Swedish social services: From local integration to regional collaboration.

    For a period of over thirty years, the emergence of R&D units serving locally based Swedish social services has been considered an important ingredient in the evolvement of more professional and knowledge-based social services. It has also been regarded as a vital component for increasing practice orientation in social work research, both inside and outside the universities. In this article we describe and analyse the development of these units, with respect to their pro-liferation, organizational features and how they are valued by representatives of local social servi-ces. Our data show that almost every municipality in Sweden is, in one way or another, served by an R&D unit. These units, however, display a considerable variation with respect to basic resour-ces, activity and organizational framework. Data enabled the identification of four basic catego-ries that, more or less, represent different phases in the evolvement of R&D activities. At one end, representing the early stages, there are units integrated with and exclusively serving single municipalities. At the other end there are R&D units organized within regional associa-tions, serving multiple municipalities and in general established in recent years. In between, there are two categories of R&D units formed in direct collaboration between a limited number of municipalities – one category formally connected to academia, another with less systematic con-tacts with university-based research. In general, development over time has resulted in a dilution of resources and an increasing distance between practice and R&D activities. Originally, the units were established by the initiatives of the municipalities and expected to respond to research needs emanating from practice. The regional associations have to a considerable extent been initiated and funded by earmarked state grants with the intention to implement evidence-based practice.

    The past two decades have witnessed an increased demand for standardized documentation within the social services field. This have resulted in the proliferation, translation and attempt to use various kinds of standardized instruments to document clients’ needs and outcomes of interventions. Reviewing the social work literature on standardized instruments and providing empirical examples, this article identifies a widespread unsystematic use in everyday practice. This seriously undermines the ability to use gathered information to make reliable quantitative analyses of clients’ outcomes. Based on the concept of ‘situated standardization’ the article argues for a new direction in the attempts to standardize documentation within the social services. Rather than developing standardized instruments outside the social services context, as in current efforts, situated standardization points to the need to develop instruments from within this context. This would arguably produce instruments better suited for the preconditions of social services’ work, and therefore easier to use systematically. Thus, rather than a ‘light’ standardization, this can be described as a different kind of standardization situated in the actual work of the social services. An important implication is that standardized instruments need to be developed together with a close empirical examination of the setting in which it is supposed to be used.

    I det följande visar vi att uppfattningarna om och definitionerna av alkoholvanor, som setts och ses som olämpliga eller avvikande, i själva verket är både motsägelsefulla och sinsemellan motstridiga, och att de har skiftat över tid och med sammanhang. Artikeln analyserar denna brist på samsyn och diskuterar vilka implikationer den kan tänkas ha för framtida forskning, praktik och policyöverväganden på området. Analysen är i huvudsak empirisk och deskriptiv, och vi har för enkelhetens skull avstått från att tillämpa exempelvis Benoits (2003) respektive Bacchis (2009) förvisso intressanta resonemang kring de berörda frågorna.

    Parental leave now or later? Immigrant women’s use of parental leave benefit

    Sweden is a welfare state with a family policy that strongly emphasizes equality without distinction according to place of birth or gender. In this study, we investigate the di erences in uptake of parental leave between native and immigrant women, and the connection to labour-market attachment. Sweden represents a unique case study, not only because of the strong e ort to combine work and family for all women and men, the high level of fertility and the large presence of immigrants in the country; it also enables a detailed and sophisticated analysis based on the high-quality data derived from its population registers. We nd that immigrant mothers use more parental leave bene t the rst year after their child’s birth, but then fewer in the second year compared to native women. e di erences diminish when labour-market status is controlled for. Additionally, after some time in Sweden, immigrant mothers use leave more similarly to how native mothers do. We conclude that labour-market status is the most decisive factor for parental leave use and we point out the relationship between labour market and family policy.

    This study analyses twelve children’s books that may be used to inform and educate both child-ren and adults about children’s experiences of having a neuropsychiatric diagnosis, or of being a highly sensitive person. From the perspective of poststructuralism, and through a problema-tization of concepts within the field of sociology of childhood, the study examines the subject formation of sensitive girls and dis/able-bodied childhoods. In the representations of the main characters the dis/abilities are mainly portrayed as abilities. Yet these stories also revolve around handling the children’s socially problematic behaviours and suffering. Children are seen as both competent and vulnerable agents – as beings and becomings. The article suggests that a subject formation that recurs in the books is an ideal child citizen. This type of competent child partici-pates in the decisions concerning her body and life, and demonstrates self-reflexivity, as well as a positive attitude towards interventions, which includes both engaging in therapy and openly disclosing the diagnosis. Through the process of identification, the girls become compliant to manage their behaviour and emotions according to the premise of the diagnoses, and on these terms, are redefining their personhood.

    Where does the welfare state come from? On the long history of a modern key conceptThisarticle charts the history of the term the welfare state in Germany and the United States, the two countries where it was formed. It starts from the premise that political key concepts, such as the welfare state, have multiple meanings and are open to contestation. This means that the objective is to study the different and changing usages and meanings of the term from the 1860s to the 1940s.In the oldest of the four usages, der Wohlfahrtsstaat referred to pre-1789 authoritarian regimes where the welfare of the people constituted the objective and rationale of the state. Gradually during the latter half of the nineteenth century, an alternative understanding emerged in Germany where the culture and welfare state connoted a responsible state, which regulated the modernizing economy. In the early twentieth century, many texts mentioned this new Kultur- und Wohlfahrtsstaat as a fitting label for contemporary Germany. At the same time, this new regulating welfare state became a topic in the United States as well.In the Weimar Republic 1919–33, the idea of the social welfare state was highly contested from the start. This understanding centred on social policy, on the state as the driving force in social reform. Fourthly, the democratic welfare state, a state that catered for the common good and respected civil liberties, was contrasted to authoritarian power states. These four usages should not be seen as separate stages in an orderly historical sequence of conceptual development, but as co-existing layers of meaning that could be mixed in multiple and changing ways. Depending on ideological and political point of view, the modern welfare state, which emerged after 1945, could incorporate one or several of the historical layers (the authoritarian-paternalistic, the regulating, the social and the democratic welfare state). This new idea of the welfare state was a product of the Depression and the War with expanding state activity and ideological mobilization. The United States’ acquired position as global military and moral superpower constituted one prerequisite. The welfare state was in this sense part of the democratic restart after 1945. Two considerations were important for this conception: the state’s responsibility for promoting economic growth and combating unemployment and the emergence of human rights that include social security.

    National and international studies have shown that children with experience of out-of-home care (OHC) have poor school performance compared to their peers. However, we know less about their educational careers over time. Based on a 50-year follow up of 12 000 individuals, out of which nearly 8 percent had been placed in OHC before their 13th birthday, this study mapped out their educational pathways over the life course. The analyses focused on how the OHC group’s educational ambitions, achievement, and choices from sixth grade and onwards differed from children who had come in contact with the child welfare system without being placed, and other majority population peers. The results showed that the OHC group consistently had poorer achievements, and made less ambitious choices compared to their majority population peers. However, the OHC group had similar or even better outcomes compared to the child welfare contact group. The results also showed that opportunities to resume studies in adulthood had played an important role for children in general and children in OHC in particular.

    ”We meet the involuntary” – social workers talk about older people with alcohol problems

    Social workers working in addiction teams in the municipalities rarely have documented collaboration with elder care managers despite the fact that older people with alcohol problems have become more common within elder care, especially home care services. There are few studies of older people with alcohol problems, and knowledge on the subject is scarce. The aim of this study was to investigate how social workers within addiction treatment talk about older people with alcohol problems. Six group interviews and three individual interviews have taken place including a total of 18 social workers. The social workers came from seven different municipalities. Social workers usually meet older people with a long history of abuse and several institutional stays behind them. Many are reluctant to have further contact with social services. In the case of older persons with alcohol problems it is seldom considered appropriate to initiate treatment interventions. Older persons could however sometimes get a place at an abuse institution to get in better shape. In the interviews elder care is often looked upon as a way to get a better situation around an older person with alcohol problems. There are few treatment programmes aimed at older people with alcohol abuse problems. According to the social workers there is a lack of adequate institutional care and various social activities. Nor do older people with alcohol problems fit into activities organized by elder care. One conclusion is the need to develop different treatment interventions targeted at older people with alcohol problems as well as to develop cooperation between elder care and addiction teams.

    Private and public eldercare Swedish care workers’ opinions on work environment and local government

    This article reports findings from a mail survey sent to all local politicians and employees in publicly financed eldercare services in eight Swedish municipalities in the year 2003 (response rate 72 percent among politicians and 66 percent among employees). The present article compares publicly (n=3046) and privately employed (n=498) care workers. Very few differences in the assessment of the work environment were found between publicly and privately employed care workers when controlling for sex, age, working hours, length of current employment and municipality. The conclusion is that private and public care workers experience no systematic, significant or crucial differences in work environment. By studying other possible aspects that could be related to private vs. public employment, it was found that in comparison with public care workers, privately employed care workers attributed significantly less influence to local politicians on issues such as the organization of care and work environment, municipal finances and quality of care services. Among public employees there was a consistent and comparatively strong negative opinion regarding out-sourcing of eldercare services, whereas private employees had a neutral or slightly positive opinion. Among private employees, the most positive opinion was found among those who had the most favourable perception of their work environment (with no significant relation to how they perceive the role of local politicians). On the other hand, no significant relation between work environment and opinion regarding out-sourcing was detected among public care workers. Most negative towards out-sourcing were those public employees who perceived local politicians as having a strong influence on the work environment. A tentative interpretation of these results is that private care workers with »good« working conditions regard their work environment as a result of out-sourcing, whereas public care workers with »poor« working conditions seem to have little hope that out-sourcing will improve their situation. Public care workers rather seem to hope that local politicians will play a more active role.

    How deficient is out-of-home care? Some measurement problems in observationalstudies of children in care

    For decades, out-of-home care for children has been criticized based on discouraging results fromempirical studies. Registry studies consistently show that children in out-of-home care fare worse than their counterparts from the normal population, and these studies have played an important role in highlighting the adverse situation of this group. This article thoroughly discusses the question of whether the negative outcomes among children in care can be attributed to the placement as such. Research on out-of-home care is based on observational studies and it is widely known that it is difficult to make causal inferences from such a design. This particularly holds true regarding out-of-home care where the placed children constitute a highly selected group. In the absence of randomized controlled trials, we can basically never know whether the poorer outcomes among placed children are due to the placement or to other factors that we lack data on. A central argument is that not even the most advanced statistical techniques can solve the challenge of identifying the causal effect of the placement in observational studies. However, some of the challenges may be overcome through design, where a stronger methodological approach is to include comparison groups that are more similar to the children being placed in out-of-homecare. A few methodologically stronger studies adopting such an approach give appreciably fewer indications that the placement has a negative impact on children.

    Det är väl belagt i internationell forskning att en pluralism av olika kunskapsformer och organisatoriska förhållanden påverkar val och utformning av insatser inom socialt arbete. I den svenska kontexten har det visat sig att dessa kunskapsformer och så kallade ramfaktorer kan framstå som svårförenliga eller till och med i konflikt med varandra. Samtidigt saknas det aktuella svenska studier som på en nationell nivå visar vilken utbredning och upplevd betydelse kunskapsformer och ramfaktorer har för kommunernas utbud och val av insatser. I artikeln presenterar vi en nationell studie av enhetschefers syn på olika kunskapsformers och ramfaktorers förekomst och betydelse för utbud och beslut om insatser inom socialtjänstens individ- och familjeomsorg. Artikeln bygger på data från en nationell enkät riktad till enhetschefer för ett urval av Sveriges kommuners barn- och familje- respektive missbruksverksamheter. Resultaten visar att samtliga undersökta kunskapsformer och ramfaktorer påverkar val och utformning av insats, men att vissa former mer framträdande än andra. Främst baseras val och utformning av insats på individuell erfarenhetsbaserad kunskap från yrkeserfarenhet och utbildning, snarare än kollektiv professionell kunskap. Vidare menar enhetscheferna att systematiska kunskapssammanställningar påverkar i högre utsträckning än enskilda kvalitativa och kvantitativa forskningsstudier inom vetenskaplig kunskap. När det gäller ramfaktorer visar studien att insatsens kostnad påverkar i mindre utsträckning än faktorer som tillgänglighet, ramavtal och lagstiftning.

    Financial aid from the social services due to rent arrears

    The starting point for this study is landlords’ applications to the county bailiff, threatening individuals with eviction from housing due to rent arrears. Various workplace standards of importance for assistance from the social services are investigated. The study shows that financial aid plays a limited role in relation to evictions, and the interpretation of the rights provision in the Social Services Acts displays a considerable span. Decisions on aid are based on everything from an individual needs assessment to a group-oriented and retrospective behavioural assessment. The Social Services Act is, in practice, exclusively perceived to be a framework law, rather than a rights law, that enables this breadth of interpretation.

    The inner core of child protection – on coercive placement motivated by abuse or neglect

    This article is about emergency placement due to child abuse or neglect. Empirical data consists of judgements on coercive care in three administrative courts (n=211). Motives for placements are analysed against the background of the discursive changes that have taken place with regard to definitions of child abuse as well as today’s strong focus on risk and risk assessments. Results show that there were a number of motives to justify the court’s decision in each individual case. However, the broadening of the concept of abuse in research and in general discourse is evident in the judgements. We raise the question whether this matter, in practice, has resulted in more children being cared for because of an expansion of the concept of violence. As for risk assessments, two types of causal reasoning can be identified: situations where the child has been abused or neglected and where the risk assessment is about the probability that the problems will continue, and situations where the child has not been harmed but risks being harmed in the future. However, risk assessments are not that elaborate and systematic as presupposed in legislation. Taken together, the findings call for a discussion both within the justice system and in social work.

    Evidence-based method or practical support for users? Supported Employment without IPS

    Since the Mental Health Reform of 1995, the social service in Sweden is required to offer ”meaningful activities” to persons with mental health impairments. This requirement has usually been met by the social service’s ”daily activities” centres, which do not have contact with the competitive labour market. ”Supported Employment” (SE) is a method which can be used to help people with mental health, neuropsychiatric or intellectual impairments to regular work places. Based on international research, the SE model ”Individual Placement and Support” (IPS) is recommended in national guidelines as an evidence-based method. However, IPS can be difficult to implement, since the model requires integrated teams, while in the Swedish system health care, social service and vocational rehabilitation belong to different sectors. Another reason is that subsidized forms of employment and internship are more usual in Sweden than in many other countries. This study investigates SE practices in three municipalities which do not follow all of the IPS model’s eight ”basic principles”. The results show that after 18 months many persons who had been totally without regular activities, or had access only to a daily activities centre, had some form of work or internship at regular workplaces. Twenty per cent had paid employment. The author interprets IPS as a ”packaging” of SE which the municipalities have ”translated” locally to offer SE activities which benefit users. This can also be seen as evidence-based practice (EBP), in which the best available research has been combined with the wishes of users and the professionals’ judgement of what is possible to offer in practice. Further research is needed concerning the value for users of prolonged internships which do not lead to paid employment.

    Med logistiska regressioner analyseras samband mellan socialtjänstens aktivering av socialbidragstagare under ett år och inkomster från arbete respektive socialbidrag påföljande två år. 351 ärenden från fyra kommuner ingår. Enligt resultaten var aktiveringsinsatser inriktade på resurser som utbildning och praktik på en reguljär arbetsplats kopplade till att klienterna fick arbete. Sanktioner, som är en del av aktivering, var kopplade till att fortsätta ha socialbidrag. Sanktioner verkade kunna ha olika resultat för olika grupper av bidragstagare alternativt beroende på vilken aktiveringsinsats klienten fått.

    In Sweden, welfare institutions are urged to acknowledge children in decision-making. An example is that social assistance decision-making should adopt the principle of a child perspective. However, it is not evident how a child perspective should be concretized in a traditionally adult-centred practice. This article builds on case studies of six municipalities which differ in terms of approval and economic generosity to households with children. Based on institutional theory, the concept of child perspective is conceived as an idea that undergoes translation at the local level. The aim of the article is to describe and analyse the strategies and values of municipalities in relation to households with children and whether the degree of generosity may conceal differences in how a child perspective is concretized. The material consists of guidelines, interviews and case file information. Findings show that there are manifold translations of a child perspective in social assistance decision-making, but differences can only to a small extent be attributed to generosity. Further, the actual work methods to a small degree focuses children and it can be debated whether they impact children’s predicaments. In the discussion, findings are related to theory and previous research.

    Foster care is the most common intervention for children who are placed in out-of-home care. At the same time, there are recurrent discussions about difficulties in recruiting foster homes. The preconditions for recruitment have changed and today, there is an increased competition for foster homes between municipalities and private businesses, stricter requirements placed on foster parents and changes in the needs of children placed in care. The aim of the article is to analyse the recruitment of foster homes in light of these changed preconditions. Empirically, the article is based on a survey targeting Swedish municipalities. The findings show, that although a majority of the municipalities have employees particularly responsible for recruitment, small municipalities often lack such resources. Further on, almost three quarters of the municipalities state that it is difficult or very difficult to recruit foster homes. For example, answers to the survey’s open questions demonstrate that competition from other municipalities and private companies affects recruitment. Further on, the municipality’s reputation is considered an important factor for attracting new foster homes. Finally, it appears to be difficult for municipalities to recruit a varied supply of foster homes and, in particular, homes that can care for children with special needs. The findings are discussed in relation to previous international and Swedish research. Finally, suggestions regarding how recruitment may be improved are presented.

Globalization, in terms of migration and the spread of rights and duties from supranational institutions such as the EU and the UN, distort taken-for-granted »national« assumptions about which norms and legal prescriptions citizens are supposed to follow when they organize their everyday activities.The focus in my discussion is on universal social institutions such as marriage and the family. What is marriage and family? What laws and regulations should be used to regulate relations between members of these institutions? I want to show that various religious traditions (Christian, Islamic and Jewish) have their own set of definitions and rules. When these rights andduties are confronted with other legal traditions found in Western Europe it is not altogether clear which rules actors should fall back on. A central theme in my discussion is the discrepancy between the formal legal system and how legal prescriptions are acted upon in the informal everyday life of citizens in the multicultural society. I argue that it is not self-evident how this discrepancy should be overcome, or if this is possible. These questions are, as I show, complex since the state and its citizens often have contradictory views of how a »normal« family is constituted.

    Even though Sweden has well over half a century’s experience with migration, recently strengthened master narratives of migration and migrants as social problems are generating an impact on policies and practices at the local level. Previous research has identified how narratives of migration and migrants impact policy making and interventions related to migration, integration and accommodation of migrants. This study widens the scope as it identifies how narratives of migration and migrants impact policies and practices in general.

    Adopting a theoretical framework based on racialisation, decision making and narrative theory, 17 interviews with local government administrators and police officers from a district in Stockholm are analysed. The results show how narratives of migration and migrants are embedded in the causal argumentation of present problems in the district. When practically every problem is argued to have migration as a root cause, policy and practices for solving them tend to target migrants. The article describes how this takes place and the final discussion addresses several risks that follow.

    First, the quality and efficiency of policy and interventions is at risk when the causality behind a problem is simplified and inaccurate. Second, targeting migrants when addressing the districts’ problems also risk omitting those natives impacted by a problem from benefiting from the solution or relief provided by the local government. Third, there is a risk that the local government strengthens the master narrative of migration and migrants as causing society’s problems.

    Given the results, an ending theoretical contribution is provided, arguing that a local government is a racialising bureaucracy. Not only is it racialised in its structure, as previous theory has stated, it also actively contributes to the reproduction and development of racialised structures in society at large.

    Positive processes of change among young adults in out-patient care

    In contemporary society, the transition phase from adolescence to adulthood  is often described as a period of moving back and forth between youthful dependency  and independent adulthood in what is called ‘yo-yo-transitions’. However, studies of young people in need of out-of-home care, or other child welfare, for psychosocial problems, points out that this vulnerable group have limited possibilities to do these transition movements. The present study investigates positive change processes during this particular part of life in out-patient care clients. The research questions are: 1) How do young adult clients describe important factors for a positive process of change and 2) How are important factors related to the treatment described by clients and by treatment staff. Data consists of seven personnel interviews and twenty interviews with young adults that have completed out-patient care. The results suggest that the relation between an individual treatment staff and the young adult is central for the positive change process. In the discussion it is suggested that the preconditions for this relation are: 1) A genuine engagement and dedication from the professional. 2) With this first point as a foundation, the mastering of a spectrum of professional methods and the ability to choose when to use them are necessary means for positive change processes to come about. 3) A supportive organisation and leadership are crucial for setting the frames that makes the first two points possible to establish.

    The article highlights the experiences of introducing an educational programme about social ser-vices in schools, with a focus on the perspectives of children and young people. The aim is to describe how the students’ knowledge of and attitudes towards social services have changed after participating in the teaching activities as well as how the students reflect on the teaching and on their acquired knowledge. The results show that the students appreciated the information they had received. They emphasized the value of knowing the social services, learning about what the social services do, and learning that children and young people can contact the social services when they are in need of help or support. The results also indicate that the students’ knowledge of the social services was strengthened and that their attitudes towards the social services were more positive after participating in the teaching activities. The students themselves described how their image of the social services had changed and the social services was described as a possible alterna-tive for help-seeking, should they be in need of help or support.

    The normative picture of a care worker as a white middle-aged woman is under transition; today more Swedish-born men and more immigrant women and men work in residential care. However, there is scarce knowledge regarding migrant men’s experience of care work, an occupation dominated by women where the requested characteristics challenge stereotypical assumptions about immigrant masculinities. In order to reduce this knowledge gap this study aims to explore the experiences of being a non-white man working in nursing homes. The study is based on qualitative interviews, and the data is analysed from a theoretical perspective that considers the body as a situation where lived experiences shape the individual’s scope of discretion. The findings focus on five themes: the way into the work, the questioned body, collegial relationships, relations with female and male residents, and the non-white body as vulnerable. The analysis indicates that both gender and skin colour are fundamental to understand the men’s situation, but these categories had different meaning depending on the situation. When the men helped female residents, they had to balance between respecting the women’s bodily integrity and convincing them to accept help. When they helped male residents, gender was considered as shared experience, which meant that they could understand the men differently than women workers. However, as several of the women rejected men as care workers, the men’s situation became conditional since too many men generated organizational dilemmas. The men also faced racism from residents, but although this evoke feelings of anger, they argued that racist comments were an integral part of their work, and therefore difficult to change. Another challenge was to defend their occupation to migrant men outside their work place who considered care work unsuitable for men in their situation.
