    From ‘post farmers’ to railroads: The Swedish post office as an example of infrastructure and public administration, 1600-1870

    When the Swedish post office was established in 1636, it relied on a relay of specially appointed post farmers who transported the mail. This system constituted the basic infrastructure of the post office until the post-farmers were replaced by the stagecoach and the railways in the late 1800s. This article analyses the introduction and abolition of the post farmers, as well as several attempts to change the organisation. The Swedish use of post farmers was unique in Europe, and is explained as part of an established solution to mobilise resources within the Swedish state administration, the so-called ‘indelning’. Despite several attempts to replace the post-farmers with another system, the relay system remained for 230 years. The author argues that this was due to weak structures within the state administration. Limited resources counteracted major institutional changes in the post office before industrialisation in the 19th century.
