    Abstract [en]

    This article introduces the theme of the special issue on Outsourcing Domestic (Care) Work. We conceptualize outsourcing of domestic work as a process by which both the state and family increase their reliance on private markets to carry out both care and non-care domestic services. We argue that this outsourcing is happening in response to three deficits that many wealthy European countries face- care deficit, time deficit, and job deficit.

    Abstract [en]

    Value conflicts involving gender equality are interwoven intocurrent multicultural tensions in many European societies. Theyare at the core of these tensions in Sweden, in which genderequality and principles of individual human rights constitutethe state profile and political identity. In this article, wefocus on three cases of honor killings that became flash pointsfor public debates on "culture and cultures" among politicalparties, immigrant groups and feminists in Sweden. The mediafervor surrounding honour-related violence has provided xenophobicgroups with political opportunities, but at the same time, thepublic debate has given visibility and opened up public spacefor immigrant women's groups. We conclude that the notion ofthe "good society" has kept at bay the recognition of overtlyxenophobic parties, but it has also inhibited open dialogueacross and within majority and minority cultures, which wouldallow for reflections upon the diversity within cultures, markedby religion, gender, class differences and generational conflicts.

    Looking through the lens of gender, this article engages with the opportunities, dilemmas and challenges posed by Sen's framework to sociological research. Sen's capability approach offers sociological research a dynamic framework through its concept of agency and its multidimensional approach. It also poses dilemmas, revealed in the tensions within agency and choice and the challenges in operationalizing Sen's framework: adapting it to sociological models and applying it to empirically grounded research. Through conversion factors and processes, a central component in the capabilities approach, I reveal the potential of Sen's approach for developing more dynamic frameworks in sociological research, with respect to (1) changes in gendered norms (how new norms are seeded); (2) how entitlements are converted into a sense of entitlement to make claims; and (3) how the capabilities approach can lead toward a more dynamic institutional analysis of welfare states. My contribution to Sen's framework involves elaborating two mechanisms in the conversion of capabilities to agency freedoms and achievements: the sense of entitlement to make claims and the perceived scope of alternatives in exercising rights.

    Abstract [en]

    This article revisits the recognition and redistribution debates emerging from Nancy Fraser's 1995 agenda article underscoring the dangers in the rise of identity politics and displacement of economic justice in postsocialist age. Julia Szalai has been a crucial actor in reshaping the research on recognition struggles, and I will focus on the important contribution of her research on the Roma. Looking beyond dichotomy in recognition and redistribution, Szalai's research has highlighted the interplay and overlapping configurations in recognition struggles: their institutional and historical embeddedness and their emphasis on political agency and voice. Her analysis of the multiple and interacting processes of exclusion of the Roma in Central Europe, including the spatial, educational and employment dimensions and the lack of political representation, reflect a near congruence in misrecognition and malredistribution. Her research highlights shifts in the discourse from the cultural wars to the redistributional wars in neo-liberal market economies between those who have lost status and income in the dominant population and the most vulnerable (minority and migrant populations). Finally, Szalai's research and writings have extended the theoretical and empirical borders on recognition struggles, engaging with the frameworks of intersectionalities and capabilities both of which offer lenses for revealing complex inequalities and the tensions within the paradigms for social justice that have inspired my own research.

    The purpose of this article is to incorporate trans-national actors and institutions into citizenship theory both theoretically and empirically. We analyze three cases of recognition movements promoting gender, ethnic/minority and indigenous rights. Using one societal context, Sweden, we map the processes and mechanisms of power and agency (boundary-making and brokering) that shape how trans-national institutions and actors offer new forms of leverage politics to recognition movements as well as constrain their agency. These mechanisms of power are formalized in a model showing the multi-level effects of leverage politics on recognition movements. Our three cases of recognition politics demonstrate the increasingly complex links between actors in policy communities across regional, national, European and international levels. They also reveal the processes implicit in our model: that policy imports are reframed when translated into specific national political cultures; and more broadly, that national citizenship frames of membership and inclusion are not easily dislodged.

    European policy and discourse create crosscurrents for fathers:the promotion of work-family balance (WFB) and more involvedfathering versus work-focused competitiveness and productivitygoals in globalized economies. Using Amartya Sen's capabilitiesand agency paradigm, the authors provide a theoretical frameworkfor analyzing agency inequalities in WFB: the disjuncture betweennorms/values and practices and between policies and fathers'capabilities to exercise them. The authors apply the capabilityframework to comparative European data considering working timesand desired working times, flexibility and autonomy in employment,as well as perceptions of economic security and job security.The authors find differences in fathers' capabilities and agencyfor WFB across countries representing different welfare regimeconfigurations, most strikingly between old and new EU memberstates. The majority of the European fathers wanted to reduceworking hours substantially despite possible reductions in pay,underscoring the value of the capabilities framework for understandingpotential freedoms for achieving WFB.

    This study develops a conceptual framework with a capabilities and agency approach for analyzing work–life balance (WLB) applied in two societies (Hungary and Sweden), which have different working time regimes, levels of precarious employment, and gender equality discourses and norms. Inspired by Amartya Sen, we present a model illustrating how agency freedom for WLB depends on multiple resources at the individual, work organizational, institutional, and normative/societal levels. Using a unique qualitative survey conducted in two cities, Budapest and Stockholm, we analyze how mothers and fathers subjectively experience the tensions between family and work demands, and their possibilities for alternative choices (agency freedom). We find similarities in these tensions involving time pressure and time poverty, cutting across gender and education. Our Hungarian parents, nevertheless, experience greater agency inequalities for WLB, which reflect weaker institutional resources (conversion factors) as well as cultural/societal norms that act as constraints for WLB claims in the workplace and household. Our study reveals that Swedish parents, both men and women, express a strong sense of entitlement to exercise rights to care.

    This article compares Spain and Sweden, dissimilar in their welfare/care, migration and employment regimes; however, both have experienced expansions of private markets for personal household services where migrants are over-represented. Using Sen's capabilities framework as a point of departure, we explore the extent to which regime differences shaping the dynamics of personal household service markets are reflected in the capabilities and well-being of migrants employed in them. Despite variations in employment regimes and market structures, we found more similarities than differences in capabilities and well-being. Institutional contexts mattered for the access to entitlements and capabilities for alternative choices in employment, discernible in the more positive perceptions of future possibilities and potential agency to leave the sector among migrants in Sweden than in Spain. The analysis is based on 90 semi-structured interviews, as well as findings from two national migrant surveys and interviews with stakeholders.

    The purpose of this article is to analyze women’s agency and fertility decisions in the context of policy configurations in welfare states for reconciling employment with having and caring for children and the changing aspirations and expectations for gender equality in families. Employing the concept of birthstriking, inspired by Amartaya Sen’s ideas on capabilities and agency freedom, we consider which individuals and families in the 1990s are delaying or not having children across 12 countries, representing four policy configuration models. Using household level data, we consider differences in education on the likelihood of having first child. We find the clearest birthstriking effects in societies where there are weak reconciliation policies for motherhood and employment and few protections for families with uncertain economic futures.

    In this article, we seek to unpack the layers in the relationship between women’s labor-force participation and fertility, and how this is mediated by social policy supports for combining employment and childbearing. We take up some of the research debates in both welfare state research and Demographic studies regarding the ‘positive turn’ in fertility and women’s employment. Focusing on twelve European countries, we study the mechanisms through which a particular welfare state model influences childbearing behavior.

    This article is about the transnational movement of policy discourses on childcare. It considers whether the spread of neoliberal ideas with their emphasis on marketisation, on the one hand, and a social investment discourse on the other, are leading to convergence in childcare arrangements in Nordic countries (Finland and Sweden) and liberal Anglo-Saxon countries (Australia and Canada). We find points of convergence around both themes at the level of policy discourse and continued diversity in the way these ideas are translated into actual policies. In other words, convergence is mediated by institutions and political realignments.

    Synthesis of main findings in the FamiliesAndSocieties project2017Report (Other academic)
    Abstract [en]

    This working paper summarizes the main results produced in the large scale collaborative research project FamiliesAndSocieties, financed in the EU Seventh Framework Programme during the period February 2013 – January 2017. Addressing first the growing diversity of family life courses and their main mechanisms of change, the research then focuses on linked lives and interdependencies through the lens of changing gender and intergenerational dependencies. Societal contexts and policies are addressed in highlighting vulnerable groups, issues of recognition and social inclusion, and family-relevant EU and national level policies. A brief discussion on future social risks and policy challenges, and on the implications of the project findings for policy frameworks concludes this report.
