    Sweden's COVID-19 policy was characterized by reliance on voluntary compliance. Citizens were expected to act responsibly. Previous research has not focused on the role of citizenship norms (duty-based, engaged, and critical) in the COVID-19 crisis. This is an important omission, since citizenship norms are expected to raise social responsibility and trigger prosocial behavior. This article asks how important citizenship norms are for explaining voluntary COVID-19 policy compliance. Additionally, it considers perceptions of how other people comply, individual background factors, and interpersonal and institutional trust. The study focuses on Swedish high school youth, a group reported to comply less with voluntary COVID-19 measures. Using survey data (N = 1823), we find higher reported voluntary compliance by high school youth who adhere more strongly to the duty-based citizenship norm. Importantly, believing that other people follow the COVID-19 recommendations is strongly associated with following them. Thus, next to citizenship norms, “descriptive norms” (i.e., what other people are doing) are central for individuals to decide how they will comply. We further find that differences in worry about the pandemic and socioeconomic background factors (migration background and economic situation of the household) explain variation in compliance. Institutional and interpersonal trust play a less important role. These findings challenge the strong focus on trust in previous research. Our findings have implications for research on policy compliance in the context of crisis, and for public policy.

    European Public-Private Collaboration.: A Choice Between Efficiency and Democratic Accountability?2008Book (Refereed)
    Abstract [en]

    This book looks at some of the major themes concerning governance in the EU, namely the focus on market-friendly regulations, output legitimacy and how the requirement of efficiency is combined with the requirement of democratic accountability. The dilemma between efficiency and democratic accountability is analysed in three cases of close collaboration between public and private actors (for-profit): the European satellite navigation programme (Galileo), the European Investment Bank and health policies, and the European financial sector - especially the banking sector. The background to this interest in the dilemma between efficiency and democratic accountability is that this is a time when borders between the public and private spheres are being re-evaluated, transferred and becoming more porous. The author makes a compelling case to show authority is being shared between public and private actors, rather than being delegated - on contrast with the apparent mode of democratic accountability.

    I denna uppsats undersöks hur statens föreställningar om civilsamhällets roller i välfärden avspeglas i en offentlig utredning om idéburet offentliga partnerskap (IOP). Detta är särskilt intressant givet hur den tidigare civilsamhällesforskningen pekar på att staten alltmer värderar organisationer i det civila samhället likt aktörer på en marknad samtidigt som välfärdssystemen utvecklats på ett sätt som ignorerar organisationernas särart. IOP togs fram som ett försök att avhjälpa problematiken med en felriggad välfärdsmarknad och inramningen i Idéburen välfärd (SOU 2019:56) ger insyn i hur denna problematik förhandlas om i förslag för organisationernas ökade deltagande i välfärdsproduktionen. I en kritiskt granskande ansats kombineras Carol Bacchis policymetod What’s the Problem Represented to be (WPR) med en analytisk modell av statens föreställningar om civilsamhället. Angreppsättet låter undersöka statliga förhållningssätt till civilsamhällets inflytande i välfärdsproduktionen. Studien visar att civilsamhällets organisationer anses ha en avsaknad på inflytande i allt från behovsanalys till de premisser som välfärdstjänster utförs på. Den idéburna partens särart antas komma till rätta i IOP och spelar in i önskan om att främja deltagande på mer ömsesidiga grunder. För detta framstår dock vikten av att vara på rätt sida juridiken som avgörande. I den tvetydiga bedömningen av lagrummet för IOP identifieras en diskrepans mellan utredningens föreställningar och lösningsförslag. Det resulterar i ett förhållningssätt som värdesätter idéburnas särart men undgår att föreslå regleringar som förändrar möjligheten till inflytande i eller genom IOP.

    Abstract [en]

    The relationship between politicians and civil servants is ambiguous and potentially problematic in democratic terms. The aim of the thesis is to examine this relationship in the Swedish core executive, Regeringskansliet. More specifically, the analysis emphasises the respective role expectations of the two groups when interacting with each other. The thesis is based on two extensive qualitative interview studies with politicians and senior civil servants, one carried out in the early 1980’s and one undertaken more recently. Hence it also offers an opportunity to analyse whether these expectations have changed or remained stable during the last decades.

    The findings reveal that the role expectations of politicians and civil servants to a high extent correspond, and have remained relatively stable over time. The relationship between politicians and civil servants is based on norms such as (conditional) trust, delegation and yet relatively close interaction. If so, politicians are unloaded by the civil service in order to handle their external responsibilities. Although relatively informal, a passive hierarchy of roles ensures the superiority of politicians and more specifically of the minister. Civil servants adapt to roles taken by politicians, although providing guidance to the politicians on how to behave in office. The division of labour is not based on the different tasks performed in the policy-making process. Instead, politicians assume responsibility for all actions and decisions – also those undertaken by the civil servants – within the ministries, while civil servants offer politicians protection and security. Taken together these results indicate that the institutionalised norms that surround the relationship between politicians and civil servants are highly powerful. Nevertheless, the thesis also reveals tendencies towards a departure from these norms, suggesting that this relationship is to some extent fragile and exposed to various attempts at reform.

    I uppsatsen används plandokument och intervjuer för att studera hur trafikplaneringen i Täby kommuns har förändrats genom åren och hur planerare och politiker idag ser på hållbara transporter och kommunens trafiklösningar utifrån hållbarhetsperspektivet.

    Uppsatsen visar att strategierna för trafikplaneringen har förändrats och att det framförallt varit på grund av rådande ideologier som kommunen planerats som den gjort. Bilismen fick störst inflyttande under 50-, 60- och 70-talet, men även Roslagsbanan som kollektiv-led var viktig. Planerna i Täby pekade på att bilsamhället skulle förverkligas med stora parkeringsytor och separering tillsammans med det arkitektoniska synintrycket från motorvägen. Detta i likhet med tidigare forskning där bland annat Lundin påpekat att bebyggelsen fick underkasta sig bilens krav. Idag planerar kommunen istället för en integrerad stad, med funktionsblandning och ett finmaskit vägnät eftersom det möjliggör en mer naturlig förflyttning med mer hållbara transporter.

    Ur hållbarhetssynpunkt lyfts frågan upp som komplex och där politiker och tjänstemän hade olika syn på vad som är en hållbar transportlösning. Den generella uppfattningen är att den hållbara transporten är en transport som inte påverkar miljön genom utsläpp, primärt koldioxid, varför respondenterna uppfattar en klimatsmart bil som hållbar. Det var framförallt här bilden skilde sig från de mer teoretiska utgångspunkterna till begreppet som inkluderar betydligt fler variabler till vad som kan ses som hållbart.

    Tjänstemän och politiker ser gång- cykel- och kollektivtrafik som de främsta hållbara alternativen och därför lyfter de upp kommunens arbete med dessa transporter. De ser även säkerhet och framkomlighet för bil och oskyddade trafikanter som en del av det hållbara systemet.

Ett syfte med forskningsantologin är att visa på komplexiteten i de statliga verksamheterna och att lyfta fram andra vägar att organiera och styra verksamheterna.

    Le 21 février 2019, une proposition de loi sur l’instauration du Ric est déposée par le groupe La France insoumise, mais la discussion à l’Assemblée nationale révèle la crainte majeure des représentants : l’adoption d’un tel instrument viendrait-elle concurrencer l’écriture de la loi et introduire une conflictualité supplémentaire dans le jeu législatif ? L’objet de cet article est de comprendre les manifestations de cette revendication qui ne correspond en aucun cas à un désir de démocratie immédiate, mais bien à un effort construit de réforme institutionnelle.Il est intéressant de noter que le terme plus classique de référendum d’initiative populaire a progressivement laissé place dans l’espace public à celui de référendum d’initiative citoyenne : comme si l’adjectif citoyen insistait sur l’inclusion de nouveaux droits. L’objet est pourtant le même, puisque l’expression « référendum d’initiative populaire » inclut deux principes : le lancement d’une initiative capable de contraindre les représentants à organiser un vote sur l’objet de celle-ci et le vote référendaire lui-même. La difficulté réside dans le fait que les représentés organisés exercent une pression sur les représentants pour qu’une question politique soit débattue et modifie la législation en cas de victoire.

    Du 17 novembre 2018 au 5 mars 2020, le mouvement des gilets jaunes s’est traduit par la reprise de plusieurs slogans dans les manifestations avec en particulier l’affirmation du sigle RIC pour Référendum d’Initiative Citoyenne. Ce mot d’ordre est devenu officiellement l’une des revendications de ce mouvement, suscitant des débats sur les usages du référendum (Morel, 2019; Magni-Berton, Egger, 2019). Comment analyser cette demande qui surgit régulièrement dans l’espace public français? Pourquoi assiste-t-on à une inventivité lexicale dans le discours politique quand il s’agit de mentionner les instruments de démocratie directe? Nous proposons de revenir sur les conditions de circulation d’un sigle-soglan devenu un “maître-mot” (Morin, 1991: 33) des revendications populaires. L’hypothèse formulée ici est celle d’un sigle déformé (Calvet, 1980; Cusin-Berche, 1992; Mortureux, 1994) pour contourner un dispositif existant (RIP, Référendum d’Initiative Partagée entre citoyens et parlementaires) qui pourtant renvoie au terme initial de référendum d’initiative populaire (Pires, 2007). Si la création de ce sigle peut renvoyer à une forme de lobbying initial (association qui promeut cette possibilité), l’usage de ce sigle vient combler des ambiguïtés autour des notions d’initiative populaire, de référendum et de consultation.

    En nous appuyant sur un corpus de 7.342 textes de la presse française mentionnant le Référendum d’Initiative Citoyenne entre 1995 et 2020, nous proposerons une analyse des définitions et des débats portant sur l’institutionnalisation ou l’exclusion de ce type d’instrument. Nous tenterons de déterminer à quelle période l’usage de ce terme s’accompagne d’une siglaison traduisant le déplacement de cette demande vers un conflit idéologique.

    Le champ de la démocratie délibérative s´est imposé en sciences politiques et sociales depuis la fin des années 80. Outre l´étude et la comparaison des différentes pratiques, il importait de présenter au lecteur les grands textes théoriques qui ont influencé les recherches en ce domaine et dont certains ont été écrits bien avant l´ancrage du paradigme délibératif au sein de la théorie politique. Cette anthologie répond sans aucun doute à cette exigence. Ces textes montrent que les pratiques délibératives modifient les perceptions de l´espace public et viennent compléter l´architecture des régimes représentatifs. Le célèbre texte de Jon Elster (1986) caractérise l´exercice de délibération qui ne se réduit pas à une simple agrégation de préférences individuelles tandis que Jürgen Habermas (1989) propose un cadre normatif à cette théorie : la souveraineté populaire s´exerce dans l´activation d´une raison communicationnelle et la mise en place d´une éthique de la discussion. James Bohman (1995) montre que la délibération est une prescription morale pour que des groupes socioculturels différenciés puissent être en mesure de s´accorder sur des principes communs. Maeve Cooke (2000) met en évidence plusieurs avantages de la démocratie délibérative : elle favorise l´éducation, la cohésion sociale, l´équité des décisions démocratiques et la rationalité pratique des décisions démocratiques. Cass Sunstein (2000) analyse les risques de polarisation des groupes dans les exercices délibératifs. Cette préoccupation est partagée par Bruce Ackerman et James Fishkin (2002) qui étudient le passage d´une opinion publique brute à l´état dispersé à une opinion publique délibérative. Le rapprochement de ces textes permet de synthétiser les débats théoriques portant sur la notion de délibération. In fine, ce livre sera un outil incontournable pour tous les acteurs travaillant dans ce domaine.

    Le fait intercommunal pèse-t-il en France? L'intercommunalité en campagne: Rhétoriques et usages de la thématique intercommunale dans les élections municipales2010In: Territoires, ISSN 2116-1259Article, book review (Other academic)

    Cette série de monographies s´attache à étudier le traitement du fait intercommunal lors de la campagne des élections municipales de 2008 en France. Grâce à des entretiens semi-directifs menés auprès des acteurs de cette campagne et à une analyse minutieuse de la profession de foi des candidats, le livre montre que l´intercommunalité est effacée dans les discours de campagne, quelles que soient la taille et l´influence de la structure intercommunale (communauté de communes, communauté d´agglomération ou communauté urbaine). Les réalisations intercommunales ne sont pas valorisées, les candidats adoptent un style de campagne communo-centré. Si l´intercommunalité ne fait pas partie des ressources de légitimation du discours politique, c´est parce que son fonctionnement est complexe et est perçu comme extérieur aux enjeux principaux de la politique municipale. Rares sont donc les communes qui affirment l´importance des structures intercommunales dans la concrétisation d´un certain nombre de politiques locales. Les études de cas en viennent à comprendre les raisons de l´effacement du fait intercommunal lors d´une campagne où les enjeux locaux ont pourtant été prédominants. La prudence des candidats tient au système même de l´intercommunalité, puisque le profil politique de la structure intercommunale dépend du résultat des élections municipales dans toutes les communes appartenant à cette structure : un maire élu sur une liste dans une commune peut ainsi être en minorité politique au sein de l´assemblée intercommunale lors du troisième tour communautaire, où les conseils municipaux élisent les membres des assemblées intercommunales. Il est donc risqué pour un candidat d´utiliser l´intercommunalité comme ressource principale du discours politique (sauf lorsque l´intercommunalité est récupérée au profit d´un renouveau politique local), alors même que les principaux défis de la politique locale dépendent de plus en plus de ces structures (plus de 85 % des communes sont intégrées à un ensemble intercommunal). L´ignorance volontaire de la thématique intercommunale lors de ces élections illustre en réalité le déficit démocratique de ces institutions, où le mode de suffrage diffère de celui des élections municipales. Nous sommes encore dans une phase de transition, où le manque de visibilité des structures intercommunales reflète la recomposition en cours de la carte territoriale française.

    u cours du printemps 2020, l’expression « contamination autochtone » a été utilisée à plusieurs reprises dans les médias français signalant une tentative de vulgarisation du vocabulaire médical. En effet, cette expression relève davantage du technolecte comme si les journalistes se bornaient en somme à diffuser des concepts énoncés et définis par la profession médicale. L’enjeu est de savoir si toutes les expressions apparues au cours de la pandémie du coronavirus reflètent un besoin de vulgariser l’état de recherches médicales en cours soumises à l’impératif du résultat.

    « L´œconomie est une branche de la gouvernance. Elle a pour objet de créer des acteurs et des agencements institutionnels, des processus et des règles visant à organiser la production, la répartition et l´utilisation des biens et des services en vue d´assurer à l´humanité tout le bien-être possible en tirant le meilleur parti des capacités techniques et de la créativité humaine, dans un souci constant de préservation et d´enrichissement de la biosphère, de conservation des intérêts, des droits et des capacités d´initiative des générations futures et dans des conditions de responsabilité et d´équité suscitant l´adhésion de tous. » (p. 189). Pierre Calame a forgé ce concept d´œconomie pour rappeler le sens étymologique de l´économie consistant à gérer les affaires de la maison. L´œconomie ne se réduit pas à la chrématistique (calculs des profits et des gains d´argent), mais consiste en une nouvelle forme de répartition des échanges. Pierre Calame ne partage ni la vision des apôtres du néolibéralisme, ni celle des altermondialistes. L´œconomie s´appuie sur les énergies territoriales et les initiatives locales (accès au savoir, diagnostic partagé, participation des citoyens aux enjeux scientifiques et climatiques) ; elle est une vision élargie de l´économie, de la monnaie et des échanges de biens et de services. Penser le renouvellement de la répartition des biens et des services, telle est sa tâche principale. En réalité, l´auteur classe les biens en plusieurs catégories : les biens de catégorie 1 qui sont indivisibles (biodiversité, patrimoine), les biens de catégorie 2 qui se trouvent en quantité limitée (eau, minerai, charbon, pétrole) ; les biens de catégorie 3 concernent les biens industriels et les services à la personne, tandis que ceux de catégorie 4 sont éminemment partageables (accès à la connaissance, à la culture et aux nouvelles technologies). In fine, l´œconomie élabore pour chaque catégorie des agencements institutionnels spécifiques : la vision d´ensemble implique de prendre en considération l´imbrication de ces différentes catégories. La réduction de l´économie à la sphère marchande est un contresens sur la nature des échanges et des biens. En ce sens, la mondialisation est une chance si elle permet à une forme d´intelligence collective de prendre la mesure de ces nouveaux mécanismes institutionnels à inventer : une agence œconomique territoriale prenant en compte les ressources de chaque territoire par rapport aux quatre biens, des contrats reposant sur la définition de normes comme dans le cas des normes internationales Iso ainsi que des institutions permettant de gérer des problèmes de gouvernance concrète (comme le cas de l´Association mondiale des villes créée en 2005), les entreprises d´intérêt général. Le livre de Pierre Calame est un vrai régal pour ceux qui souhaitent des outils concrets d´action, il mobilise le partage des connaissances et est truffé de références à l´encyclopédie numérique Wikipedia.

    Direct democracy has often been perceived as a pure form of democracy enabling citizens to govern themselves without delegating their mandates to a small group of representatives (Hansen, 1989). This definition tends to present direct democracy as a utopia that contradicts the principles of representative democracy based upon the selection of competent individuals that can take decisions for the general interest. This discourse is a mythologization of democracy that has been established for a long period in the Western world and contributes to a disagreement between citizens and representatives (Rancière, 1995, p. 13). The dissatisfaction of citizens might reflect a dialectics between their private interests and their public involvement. Direct democracy is defined here as a vote on a specific policy whereas representative democracy is limited to the selection of representatives (Morel, 2019, p. 14).

    Direct democracy offers possibilities for citizens to influence political decisions especially at the local level. In Germany, the local political systems have been affected by the introduction of direct democratic tools such as citizen initiatives and local referendums since the Reunification. The state legislations defined new conditions for citizen initiatives and municipal referendums with a minimum number of valid signatures for initiatives and a minimum approval rate for referendums. The chapter evaluates the practice of local initiatives and municipal referendums in Germany and examines the routinization of these tools in local politics.

    Abstract [sv]

    Regeringskansliet är idag en debatterad organisation. Det är begripligt. Vi föreställer oss ju gärna att mycket makt finns samlad i kansliet; att det är här viljor och intressen hopas, och att det är härifrån styrsignaler skickas ut i förvaltningen om vilka förändringar som behöver ske i samhället. Olika uppmärksammade händelser, som mordet på Olof Palme, Estonias förlisning, Tsunamikatastrofen och flera rymningar från olika välbevakade kriminalvårdsanstalter, har också bidragit till att kansliets organisation och arbetssätt hamnat i blickpunkten inte bara hos utredare och forskare utan också hos media och allmänhet.

    Kritiken mot kansliet har också varit hård. Det har gång på gång framställts som fragmenterat (samordning och effektivitet hindras av ett utpräglat revirbeteende på snart sagt alla nivåer) som ostyrt (politikernas styrsignaler är alltför få och alltför otydliga) och som oordnat (det är oklart hur frågor hänger samman och vem som ansvarar för vad). Kritikerna har också föreslagit lösningar på dessa problem. Ofta har de stavats mer verksamhetsplanering, med fler och tydligare mål, tydligare regelverk för hur frågor hänger samman och hur de skall hanteras, fler arbetsgrupper för samordning och fler opolitiska chefstjänstemän som kan stå för ordning och kontinuitet. Reformarbetet har dock varit svagt förankrat i studier av praktiken. I begränsad utsträckning har empiriska kunskaper om hur det faktiskt ser ut, och framförallt varför det ser ut som det gör, legat till grund för diskussionerna om vad som är problem och hur de borde lösas. I stället har debatten präglats av ’eviga problem’, som skall avhjälpas med ’eviga lösningar’.

    Avsaknaden av breda systematiska studier av hur Regeringskansliet – detta huvud på samhällskroppen – fungerar som organisation är inte bara förvånande utan också besvärande. Vi får gå tillbaka 25-30 år i tiden för att hitta sådana studier. Och mycket har ju hänt sedan dess. Det övergripande syftet med denna bok – liksom med det större forskningsprogram som boken är en del av – är att öka kunskapen om Regeringskansliet, och att undersöka hur dess organisation och arbetssätt har förändrats under de senaste decennierna. Den så kallade governance-forskningen, som boken anknyter till, menar att olika breda samhällsförändringar, som internationaliseringen, medialiseringen och ekonomiseringen, har förändrat förutsättningarna för styrning och kontroll i staten. Idag talar vi mer om styrning genom nätverk än genom hierarkier, mer om styrning på distans än om direkt styrning, mer om att styra dagordningar än om att styra aktiviteter, och mer om att styra genom organisering än att omedelbart styra handlingar. Vad denna utveckling innebär för Regeringskansliet är en huvudfråga som diskuteras i boken.

    Ce livre développe la thèse selon laquelle l´exigence participative s´inscrit au cœur d´un long processus de transformation de la représentation politique. La participation politique vise une inclusion des citoyens au débat politique et dans certains cas spécifiques elle permet aux citoyens de prendre une part à l´élaboration de politiques publiques concrètes. La participation ne contredit pas le principe de représentation qui contient en lui une tension fondamentale entre la manière de choisir les délégués (forme de gouvernement) et la façon dont ceux-ci rendent des comptes. Certes, le débat ayant eu lieu aux États-Unis entre Fédéralistes et Anti-Fédéralistes ne s´est jamais complètement éteint et est réapparu à différents moments de l´histoire de la représentation politique. La querelle entre les partisans d´une représentation mimétique du point de vue sociologique et les tenants d´une position plus indépendante des délégués choisis pour leur capacité à agir contribue à l´amélioration des techniques et des instruments de représentation politique.

    En réalité, le débat abrite une question plus fondamentale qui est celle d´une meilleure représentation politique. Le comparatif est essentiel ici en ce qu´il referme l´idée d´une justesse de la représentation qui est toujours approximative et en retard sur les évolutions sociétales. La représentation est liée au cadre politique des institutions et offre une stabilité aux grands débats de société. L´auteur revient également sur une tradition constante et radicale de critique de la représentation politique qui porte davantage sur les comportements et les phénomènes de reproduction sociale des élites. La critique de la représentation politique a eu des incidences sur la construction d´outils plus adaptés permettant aux citoyens d´être beaucoup plus actifs sur la scène politique. La représentation politique n´est pas figée, elle est au contraire remise en cause dans sa capacité à bien représenter les citoyens. Le rôle des représentants et des représentés est ainsi redéfini grâce à l´apparition de techniques inclusives plus fortes.

    Organizational reform has become a recurring solution to problems of social exclusion andunemployment. In Europe, and other parts of the world, there is a trend towards policies of‘activation’ in employment and social policy. The idea of flexible, individualized and tailor-madeservices is coupled with managerial and market-based reforms as well as collaborative governance.In these complex structures of service provision, coordination and inter-agency co-operation havebecome key concerns. Based on a study of a recent reform of programmes for newly arrived refugeesin Sweden (Etableringsreformen), this article seeks to contribute to the literature on governanceof ‘activation’ by examining the consequences of mixed modes of governance (market and collaborative)on local inter-agency co-operation. Drawing on data from in-depth case studies in twomunicipalities, it is demonstrated how the coupling of managerial practices and quasi-markets withexisting collaborative arrangements has created barriers for inter-agency co-operation. The resultsindicate that institutional tensions between governance forms represent an important factor forexplaining governance failure in this policy area.

    This article examines the relationship between a meta-governing role of government and processes of network formation, based on a study of a governance initiative for improvement of refugee ‘activation’ services in Sweden. Meta-governance is centred on supporting the development of self-regulatory capacity within discretionary spaces of action and has, so far, primarily been associated with a specific type of interdependency-driven networks. This article focuses on an alternative scenario, where uncertainty under such governance arrangements, rather than interdependence, becomes the driver of network formation. The relevance of this ‘uncertainty approach’ is demonstrated in the Swedish case, where meta-governance resulted in networks that were formed on the basis of identification rather than organizational complementarity, and contributed to increasing homogenization rather than local adaption of activation services. The result suggests that theories of meta-governance should include a more diversified understanding of network responses.

    Kapitlet undersöker Trafikverkets ambition som samhällsutvecklare. En av de främsta uttrycken för denna roll har varit arbetet med s.k. åtgärdsvalsstudier, och erfarenheter från fyra sådana har studerats. Åtgärdsvalsstudier har setts som en nyckel till en förändrad myndighetsroll där staten ska ta ett steg tillbaka och ge nätverk och marknadsaktörer spelrum på basis av den kompetens som de besitter. Genom arbetssättet är det tänkt att göra det möjligt att hitta nya trafikslagsövergripande lösningar, och i första hand lösningar som inte innebär att problem ”byggs bort”. I kapitlet visas den intrikata balansgång som verket har haft att gå i detta arbete. Verket skulle släppa in andra aktörer och perspektiv, men samtidigt bibehålla sin förmåga att styra processerna. Metodiken förespeglar att det skulle vara möjligt att hitta funktionella lösningar på problem. Det visar sig dock att beslutsprocesserna i praktiken ofta rymmer en betydandepolitisk problematik.

    Miljöpolitiken utmärks av dess tvärsektoriella karaktär där olika aktörer, såväl offentliga som privata, är beroende av varandra för att målen ska kunna uppnås. Sedan 1999 styrs den svenska miljöpolitiken genom miljömålssystemet, med generationsmålet och de 16 miljökvalitetsmålen. Miljömålsrådet fungerar som en plattform för myndigheterna att intensifiera arbetet med att nå miljömålen. Sedan 2019 är rådets arbete organiserat i sju programområden som syftar till att göra arbetet mer sammanhållet och strategiskt. Syftet med den här studien är att undersöka om Miljömålsrådets samarbete i programområden bidrar till att öka takten och ambitionsnivån i arbetet mot att nå Sveriges miljömål. Detta är en första delrapport som undersöker uppstarten och inledningen på den samarbetsprocess som ska avslutas år 2022.

    This paper presents a case study of the digital news channel VGRfokus. The news channel was started in November 2017 by the Region Västra Götaland (VGR) – the county council at the west coast of Sweden – with the articulated goal to provide journalists, employees as well as citizens in the region with news updates. VGRfokus was launched with an editorial written by the communication chief of VGR, Erik Lagersten. In the editorial, Lagersten entitles the channel as a “news site” with an “independent editorial office of civil servants” (VGRfokus 2017). VGRfokus illustrates one of the most novel types of news production in the landscape of hyperlocal media operations, HLMO, and we discuss its role from two perspectives. First, we use the concept of HLMO (e.g. Metzgar et al. 2011; Nygren et al. 2017; van Kerkhoven & Bakker 2014) to analyze the new form of news production as illustrated by VGRfokus. Second, we discuss implications of the distinctive features of VGRfokus for the media ecosystems– in terms of changing genres, roles, relationships and identities – as well as more broadly for society and democracy. We base our analysis on empirical data from the very first months of VGRfokus’ existence. Interviews with employees at the editorial office at VGRfokus.se are combined with a content analysis and linguistic analyses of three types of media texts: (a) content published at the VGRfokus.se, (b) news articles that make references to VGRfokus, and (c) opinion articles about VGRfokus.se.

    Research on leadership emergence has mainly focused on adulthood and relied on retrospective accounts of childhood factors. Based on a prospective cohort study of 7719 boys born in 1953, of which 5928 were later drafted, we explored individual differences in leadership emergence in childhood and early adulthood. The data set consisted of register data from different time points and a survey of the cohort in the 6th grade. As expected, cognitive ability, tallness and muscular power were decisive for assessment of military officer suitability. However, we also found a moderate to strong impact on this assessment score from social class, leadership aspirations in childhood, birth order, self-regulatory skills in school, parental support, and previous participation in extracurricular activities. Similarly, social class, cognitive ability, developmental experiences, and birth order were important for nominations as class party organizer in the 6th grade. Delay of gratification was not associated with these nominations at all and was neutralized by cognitive ability in relation to officer suitability. The results strongly support a life-cycle approach to leadership emergence.

    Even though Sweden has well over half a century’s experience with migration, recently strengthened master narratives of migration and migrants as social problems are generating an impact on policies and practices at the local level. Previous research has identified how narratives of migration and migrants impact policy making and interventions related to migration, integration and accommodation of migrants. This study widens the scope as it identifies how narratives of migration and migrants impact policies and practices in general.

    Adopting a theoretical framework based on racialisation, decision making and narrative theory, 17 interviews with local government administrators and police officers from a district in Stockholm are analysed. The results show how narratives of migration and migrants are embedded in the causal argumentation of present problems in the district. When practically every problem is argued to have migration as a root cause, policy and practices for solving them tend to target migrants. The article describes how this takes place and the final discussion addresses several risks that follow.

    First, the quality and efficiency of policy and interventions is at risk when the causality behind a problem is simplified and inaccurate. Second, targeting migrants when addressing the districts’ problems also risk omitting those natives impacted by a problem from benefiting from the solution or relief provided by the local government. Third, there is a risk that the local government strengthens the master narrative of migration and migrants as causing society’s problems.

    Given the results, an ending theoretical contribution is provided, arguing that a local government is a racialising bureaucracy. Not only is it racialised in its structure, as previous theory has stated, it also actively contributes to the reproduction and development of racialised structures in society at large.

    Akademiska omdömen under osäkerhet: en studie av kollektiva ankringseffekter i Vetenskapsrådets beredningsgrupper2015Report (Other academic)
    Abstract [en]

    The main focus of this study concerns the existence of anchoring effects in the peer review process of research proposals. According to the psychological theory of anchoring effects, once an anchor (represented by a number) is set, other judgments are made by adjusting away from the anchor, and there is a common human tendency toward interpreting other information around the anchor. This effect is commonly seen as a general flaw in human judgment, a cognitive bias that stems from a specific heuristic that guides people when they involve their intuition in order to solve a problem. In the following study, this cognitive bias will be analysed from a sociological point of view, that is, as a collective phenomenon rather than an individual one. It will also be applied to a new empirical case, the peer review process of research proposals. The anchoring effects have here been investigated using a meeting ethnographic approach. The evidence comes from direct observations of ten panel groups at the Swedish Research Council (Vetenskapsrådet). The analysis suggest that collective anchoring effects emerge as a result of the combination of the evaluation techniques that are being used (grading scales and middle ranking) and the efforts of the evaluators to reach consensus. The author suggests that what many commentators and evaluators have earlier interpreted as a certain proportion of chance in the peer review process, might instead be better understood as anchoring effects.

    Research financing with the help of chance? A study of peer review and lottery as two different selection methods for the distribution of research funds Peer review is a cornerstone of modern science. In the research funding process, the assessment of proposals is a significant factor regarding which ideas and what kind of scientific knowledge that will be furthered. However, peer review of proposals to perform research in the future raises elementary issues of rationality, efficiency, reliability and fairness. In the present paper, I will examine some of the most central problems of peer review and highlight the possible benefits of using a lottery as an alternative decision-making mechanism. The rather bold argument made in the paper is that the epistemic landscape could benefit in several respects by using random selection, thus avoiding all types of bias and other limitations associated with peer review. The benefits of a lottery would not only be that it saves time and resources, but also that it contributes to a more dynamic selection process and increases the epistemic diversity and impartiality within the academic world.

    The long-term outcomes of reform processes in the public sector remain understudied inthe literature. This study investigates the Swedish Transport Administration (STA)employees’ and managers’ translation and internalization of their new role as societaldevelopers. Since the STA’s founding in 2010 and until 2018, the STA head officeneither guided nor centrally determined how to define and understand the STA’s role as asocietal developer. We examine this internalization process through the lens ofCzarniawska’s translation model of the distribution of ideas as a collective creationthrough local translation and adaptation. The study shows that the ongoing friction thatoccurs when the concept and role of a societal developer are discussed and disseminatedwithin an organization is influenced by prevailing identities and local action nets.     This study examines the occurrence of user influence during the implementation of the first Needle and Syringe exchange Programme (NSP) in Stockholm County. The survey in his study consists of interviews conducted with persons that have been involved during the process and debate around the NSP in Stockholm County. The interviews have been conducted with two different groups of actors:

    User organizations and public actors. The first group called user organizations consists of actors from three different user organizations representing and organizing the target group for the NSP. The second group called public actors consists of public actors which have been involved under and/or before the implementation of the NSP in Stockholm County.

    The study contains a description of the background of NSPs in Sweden. The study describes the development of the Swedish drug policy from 1970 until today. Further it covers the development of the NSPs in other parts of Sweden as well as the development of harm reduction as a general strategy for drug addiction management.

    Several definitions to the terms

    user and user influence are presented. Four are conventional definitions of the term user, together with a fifth one which is then used within in the context of the study. The study presents definitions of the term user influence by a model dividing user influence in three categories: individual level, operational level and system level. Another division of the term user influence presented is formalized and non-formalized user influence. These different classifications are used in the analysis of the results. The study also presents a background to the governance view on user influence as a natural and unproblematic part in the policy process.

    The theoretical framework in the study consists of two parts: The first part questions governance and the given of user influence within a policy process. The study highlights the problems with a governance view on

    actorhood and user influence.

    The second part of the theory chapter presents a model for the

    policy process. The policy process is described in five stages: Initiation, processing, decision making, implementation and evaluation.

    The results of the survey show little occurrence of user influence during the implementation of the NSP. By using the classification with the three different levels of user influence the result is that the occurrence of user influence found in the investigation has the characteristics of individual level user influence. The study also shows that the user influence found can be classified as non-formalised influence.

    The analysis first discusses the factors of why there has been little occurrence of user influence during the implementation of the NSP and proposes three different plausible explanations: Politically sensitive question, structural difficulties and users view was already known. The analysis also discuss the problem with a governance view on actorhood and user influence in relation to the study.

    The study concludes that there has been little occurrence of user influence during the implementation of the NSP in Stockholm County and that the occurrence of user influence found can be classified as individual level user influence, with one plausible exception.

    This chapter focuses on governance challenges in mutually owned insurance companies. We analyze the variation in how hybrids organize themselves and discuss why mechanism for institutionalization is not always in place. A comparative approach was chosen to study how democracy is expressed and the ownership governance system is organized in two Swedish insurance companies with a long history, where Folksam was always a mutual and Skandia only recently became a mutual. Departing from Stinchcombe's imprinting theory, the findings suggest that institutional conditions at the time of their establishment as mutuals may have imprinted governance practices in these mutuals that persist beyond the founding phase.

    Nya Karolinska sjukhuset i Solna (NKS) har varit ett omfattande samhällsplaneringsprojekt. Det har handlat om att bygga ett nytt sjukhus i världsklass och om att reformera sjukvården i regionen – en ny byggnad för en ny organisation. Det urbana sjukhuset har även varit en viktig komponent i stadsutvecklingsprojektet Hagastaden och i utvecklingen av ett regionalt kluster i världsklass. För att förstå ett megaprojekt som NKS är det viktigt att sätta in det i ett vidare samhälleligt sammanhang men också i den lokala och regionala kontext det är sprunget ur. Denna här rapporten redovisar resultat från en rumslig analys av detta samhällsplaneringsprojekt. I analysen har fokus varit dels på kontextens betydelse, dels på de olika typer av rumsliga föreställningar och fysiska åtgärder som har underbyggt planeringen av NKS och stadsdelen Hagastaden.
