    Abstract [en]

    Evidence shows persistent inequalities between women and men regarding working conditions, wage levels, work time, work environment, and career opportunities. At the same time, research results show that inequality in the workplace is not only about gender differences. The specific conditions of oppression built on the simultaneous operation of class, race, and gender relations of power goes beyond the simple dichotomies involved in traditional class analysis or gender studies. Age, nationality, race, sexual preferences, bodily impairment, and class background are crucial factors in the opportunities and obstacles that people face at work. In this article, I discuss how an intersectional perspective can deepen our understanding of the informal hierarchies that create and preserve work life inequalities. Drawing on postcolonial theories and feminist perspectives on labour, I argue that the significance of an intersectional analysis is not primarily about the discrimination mechanisms based on intersecting forms of oppression. Rather, I see the potential of intersectionality in a critical interrogation of the shaping of different perceptions of labour emerging in current models of capitalist accumulation.

    Internationella relationer är en introduktion till genusanalytiska frågeställningar och tolkningar av den internationella ordningen. Boken belyser vikten av könskritiska perspektiv på internationella relationer och ger exempel på skilda sätt att förstå och förklara den internationella ordningens betydelser för människors liv i olika delar av världen. Här ställs frågor om hur globalisering och konflikter samspelar med föreställningar om manligt och kvinnligt. Författarna analyserar och diskuterar könskodade maktstrukturer och ojämlik resursfördelning - både lokalt och globalt. Med utgångspunkt i IR-fältets klassiska temaindelningar lyfter artiklarna fram nya perspektiv och problem, vilket vidgar och fördjupar förståelsen av fältet, såväl vetenskapligt som politiskt. Internationella relationer - könskritiska perspektiv vänder sig till studenter i internationella relationer och angränsande ämnen, men också till andra som är intresserade av könskritiska tolkningar av hur den internationella ordningen fungerar.

    I maj 2013 ägde omfattande oroligheter rum i Stockholmsförorten Husby. Bilar brann och poliser möttes med kastade stenar, händelser som gav eko i såväl svenska som internationella medier. Redan kort tid efter sammanstötningarna intervjuade forskare från olika akademiska discipliner ett trettiotal boende i Husby. I denna bok kan kravallerna därför sättas in i ett större såväl teoretiskt som internationellt sammanhang. Utifrån teman som berör bland annat plats och gemenskap, polisens roll och den samlade mediabilden diskuteras Husbyoroligheternas specifika karaktär och hur sociala konflikter som dessa ska kunna förstås.

    Intersectional studies are expanding and generating vital and much-needed theoretical debate in the discipline of feminist/gender studies. The aim of this article is to contribute to the debate through a critical reflection over the process of translation through which the concept has been introduced, interpreted and acted upon in Swedish gender studies. The purpose is also to bridge the concept of intersectionality and the notion of scholarships of hope, searching for forms of scholarly production that will fruitfully articulate academic knowledge with a political vision. The analysis acknowledges the relevance of an intersectional approach to understanding (and acting upon) the operations of power and the precarisation of life in these dangerous times of global exploitation and the multiplication of borders.

    The Social City: Middle-way approaches to housing and sub-urban golvernmentality in southern Stockholm, 1900-19452001Doktorsavhandling, monografi (Övrigt vetenskapligt)

    This dissertation deals with the period bridging the era of extreme housing shortages in Stockholm on the eve of industrialisation and the much admired programmes of housing provision that followed after the second world war, when Stockholm district Vällingby became an example for underground railway-serviced ”new towns”. It is argued that important changes were made in the housing and town planning policy in Stockholm in this period that paved the way for the successful ensuing period. Foremost among these changes was the uniquely developed practice of municipal leaseholding with the help of site leasehold rights (Erbbaurecht).

    The study is informed by recent developments in Foucauldian social research, which go under the heading ’governmentality’. Developments within urban planning are understood as different solutions to the problem of urban order. To a large extent, urban and housing policies changed during the period from direct interventions into the lives of inhabitants connected to a liberal understanding of housing provision, to the building of a disciplinary city, and the conduct of ’governmental’ power, building on increased activity on behalf of the local state to provide housing and the integration and co-operation of large collectives. Municipal leaseholding was a fundamental means for the implementation of this policy.

    When the new policies were introduced, they were limited to the outer parts of the city and administered by special administrative bodies. This administrative and spatial separation was largely upheld throughout the period, and represented as the parallel building of a ’social’ outer city, while things in the inner ’mercantile’ city proceeded more or less as before. This separation was founded in a radical difference in land holding policy: while sites in the inner city were privatised and sold at market values, land in the outer city was mostly leasehold land, distributed according to administrative – and thus politically decided – priorities.

    These differences were also understood and acknowledged by the inhabitants. Thorough studies of the local press and the organisational life of the southern parts of the outer city reveals that the local identity was tightly connected with the representations connected to the different land holding systems. Inhabitants in the south-western parts of the city, which in this period was still largely built on private sites, displayed a spatial understanding built on the contradictions between centre and periphery. The inhabitants living on leaseholding sites, however, showed a clear understanding of their position as members of model communities, tightly connected to the policy of the municipal administration. The organisations on leaseholding sites also displayed a deep co-operation with the administration. As the analyses of election results show, the inhabitants also seemed to have felt a greater degree of integration with the society at large, than people living in other parts of the city. The leaseholding system in Stockholm has persisted until today and has been one of the strongest in the world, although the local neo-liberal politicians are currently disposing it off.

    While public support is central to the problem-solving capacity of the European Union (EU), we know little about when and why the EU can increase its citizens’ support through spending. Extensive research finds that citizens living in countries that are net beneficiaries of the EU budget are more supportive of the EU, assuming that citizens care equally about all forms of spending. We argue, however, that the amount of spending is only part of the story. Understanding the effects of spending on support requires a consideration of how transfers are spent. Drawing on policy feedback theories in comparative politics, we argue that support for the EU is a function of the fit between EU spending and regional need targeted by spending. Results from a statistical analysis of EU spending on human capital, infrastructure, agriculture, energy, and environmental protection in 126 EU regions over the period 2001- 2011 corroborate our argument. As the EU and other international organizations become increasingly publicly contested, the organizations themselves may increasingly try to shore up public support through spending, but they will only be successful under specific conditions.

    Climate-related security challenges are transnational in character, leading states to increasingly rely on intergovernmental organizations (IGOs) – such as the European Union and the North-Atlantic Treaty Organization – for policy solutions. While climate security issues do typically not fit comfortably within the mandates of existing IGOs, recent decades have seen increasing efforts by IGOs to link climate change and security. This article reviews existing studies on IGOs’ responses to climate security challenges. It draws together research from several bodies of literature spanning political science, international relations, and environmental social science, identifying an emerging field of research revolving around IGOs and climate security. We observe significant advancement in this young field, with scholars extending and enriching our understanding of how and why IGOs address climate security challenges. Yet we still know little about the conditions under which IGOs respond to climate security challenges and when they do so effectively. This article discusses the main gaps in current work and makes some suggestions about how these gaps may be usefully addressed in future research. A better understanding of the conditions under which IGOs respond (effectively) to climate security challenges would contribute to broader debates on climate security, institutional change, and effectiveness in international relations and environmental social science, and may facilitate crafting effective global solutions to society’s most intractable climate security challenges.

    Extensive research suggests that political factors bias the domestic allocation of the European Structural and Investment Funds (SIF) in ways that may not be in line with EU goals. This article offers the first systematic and comparative analysis of the role of electoral institutions in shaping county-level allocations of SIF. Drawing on theories of distributive politics and federalism, this article argues that electoral institutions provide politicians in the executive branch of national government with incentives to use at least a part of the SIF to buy votes in NUTS 3-level counties, whereby vote-buying is more common under majority voting than under proportional representation. The results of a statistical analysis of SIF allocations across 202 Italian and French NUTS 3-level counties during 2007–13 confirm this argument. The article concludes by discussing the findings and their implications for future research on EU budgetary implementation and cohesion policy.

    Abstract [en]

    As political authority shifts to the global level, non-governmental organisations (NGOs) increasingly attempt to influence policy-making within international organisations (IOs). This article examines the nature and sources of non-governmental organisations’ advocacy strategies in global governance. We advance a twofold theoretical argument. First, non-governmental organisation advocacy can be described in terms of inside and outside strategies, similar to interest group lobbying in American and European politics. Second, non-governmental organisations’ chosen combination of inside and outside strategies can be explained by their organisational goals and membership base. Empirically, this argument is corroborated through a large-n analysis of original data from structured interviews with 303 non-governmental organisation representatives active in relation to the United Nations (UN), complemented by 19 semi-structured interviews with UN and state officials. The article’s findings have implications for the theory and practice of non-governmental organisation involvement in global governance.

    Using Swedish historical national accounts, this paper shows that, up to the 1970s, there has been a secular rise in the national capital/output ratio and a secular fall in the rate of exploitation, which tended to depress the profit rate. In Sweden, the nominal capital/output ratio increased fastest during the transition from primitive to accelerated accumulation in the 19th century. Since the 1970s, these secular trends have been reversed, which is connected to flexible accumulation that slims down the inventory stock to a minimum and destroys old consensus between capital and labor.

    The political economy of human nature – Kropotkin’s application of the theory of evolution on society

    This paper presents a rational reconstruction of Kropotkin’s view on human nature, institutional change and economic development. Kropotkin shows that mutual aid among animals as well as in human society is far more important than recognized by contemporary individualist interpretation of Darwinism on society. His major contribution to political economy is that he offers an endogenous model of why institutions exist. However, his biological determinism and ethical naturalism imply that he disregard historical context, which leads him to de facto apply the perspective of historical idealism. The rise of the modern state, for example, he explains by the spread of the “idea of the state” and not by the economic development.

    In 16241776, Sweden implemented a complicated trimetallic monetary system. Five different copper, silver, and gold currencies circulated. The heaviest copper coins weighed 20 kg. Greshams law worked differently for various coins. Swedish trimetallism was asymmetric. Copper money could not replace silver and gold coins. When the latter became undervalued they circulated at a premium. Due to high transaction costs in using copper coins at a premium, they were sometimes driven out when becoming dear money. However, complaints about money shortage and Swedens monopoly position at the European copper markets implied that the copper standard was not abandoned until 1777.

    Growth, Accumulation, Crisis: With New Macroeconomic Data for Sweden 1800-20002005Doktorsavhandling, monografi (Övrigt vetenskapligt)
    Abstract [en]

    This dissertation has two main objectives. The first one is to construct historical macroeconomic series for Sweden using a consistent method throughout the relevant periods, and which rely on modern methods of national accounting. The second objective is to investigate patterns of economic growth, accumulation and crisis in Sweden 1800-2000, based on the constructed data series.

    New annual data series of Gross Domestic Product and its division into activities (type of production) and expenditures (consumption, investment and foreign trade), Net Domestic Product, stocks of produced assets and consumption of fixed assets are constructed for the period 1800-2000; series of employment, wages, imputed labour income of self employed and surplus for the period 1850-2000; and series of worked hours for the period 1950-2000. Summary tables of the main aggregate variables are presented at the end of the dissertation. The intent is to make the data material available online (also at a more disaggregated level) at: http://www.historia.se.

    Although the present study criticises the somewhat deterministic vision of many long cycle theories, it also demonstrates that the concept of long cycle can be applied when studying long-term fluctuations in GDP per capita, provided that the notion of a fixed periodicity of long cycles is abandoned. Long-term economic fluctuations are irregular, but so is also the short-term business cycle.

    Different historical tendencies and trends are investigated. The decline of the relative size of industrial activities in the last half of 20th century was not as dramatic, if unpaid household labour is considered and that many services are industry-related. The Marxist theory of a Tendency for the Rate of Profit to Fall is partly confirmed as a secular process up to the 1970s, but profitability has rebounded in the last two decades of the 20th century. During the 1990s, the investment ratio declined to historically low levels and the volume value of the net stock of buildings and structures fell for the first time since the 1830s.

    A comparison is also made of depressions in Sweden since 1850. During the 19th century, depressions were largely induced by the agricultural sector, and during the 20th century by industrial activities. However, the transition to the modern business cycle was not sudden but rather protracted. Another finding is that the 1990s depression was somewhat deeper than the 1930s depression in terms of GDP contraction.

    This paper investigates the impact of harvests and international markets on Swedish grain prices, 1665-1870. The paper finds that harvests at a national level had a greater impact on domestic grain prices than international grain prices. However, at a regional level, grain prices tended to be affected more by harvests outside the region. Furthermore, in the long term, foreign prices became a more important determinant of national grain prices. The conclusion is that, under certain circumstances, grain prices can be used as an indicator of harvest fluctuations and to construct historical national accounts, at least at a sufficiently aggregated level. Such an endeavour needs to be combined with a careful analysis of the impact of prices in the surrounding area.

    Although high inflation is associated with the spread of paper monies, rapid price increases are well known under the metallic standard from several countries, caused by the debasement of coins. The exact mechanism is still a puzzle. If agents were rational, why did they accept inferior coins at par with better ones? This paper compares five debasement cycles that occurred in Sweden-Finland 1350-1594. During the initial phase of such cycles coins tended to circulate by-tale, while by-weight circulation was most common towards the end of the cycles. A premium on the heavier coins implied that they were not driven out of circulation. The seignorage rate was significant during the initial phases of the cycles, while it decreased when prices and exchange rates adjusted in response to the debasement, prompting a recoinage, when the monetary unit was strengthened. It is this shift from by-tale to by-weight circulation that explains the high inflation rates that could occur before the rise of paper money.

    This article uses historical national accounts to compare major recessions in Sweden from 1850 to 2000. A major recession is defined as an event when the Gross Domestic Product (GDP) in one year is below the level two years earlier. The sharpest declines in GDP coincided with the World Wars, crop failures and contractionary economic policies. One important distinction to be made is between pre-capitalist and modern types of crises. While the former were crises of underproduction, brought about by declines in agriculture and consumption, the latter were overproduction crises usually generated by declines in investment and industrial production. The article shows that in Sweden the transition from the one type to the other was a prolonged process.
