    The new voluntarism.

    The article is based on an evaluation of the first two years of the Swedish volunteer centre Viljan. The aim is to arrive at a deeper understanding of the phenomenon of voluntary work based on the experience of one volunteer centre. The stydy comprised 39 users and 62 volunteers. Viljan's users consists of two main groups frail, elderly women and single mothers. The group of single mothers needed baby-sitters but also wanted an adult contact for themselves. It is difficult for Viljan to meet this need. The direction taken by Viljan has been a relatively traditional role of befriending the old and the sick, initially with strong control from the social services. All the interviewees were satisfied with the help they had recieved, but it was clear that they want more assistance and contact, which they do not dare to ask for out of fear if becoming a burden. Volunteers and the users appear to have the same needs for social contact which is why they turned to Viljan. There is a serious risk, however, that the volunteer centre may emphasize assistance to people to the expence of meetings between people and that the volunteers may be proffesionalized. The volunteers live all over the Stockholm area, few of them living close to the people they help. The volunteer centre can be seen as a modern welfare phenomenon, which make visible civic needs which the family, the public sphere and the private sphere have not been able to satisfy. Viljan appears to be able to fill this vacuum partially.

    Reflection groups using Vignettes – a method to deepen professional knowledge2014Konferansepaper (Annet vitenskapelig)
    Abstract [en]

    In the pursuit of integrating practice and research a successful method has been created that uses a research technique (the Vignette method) as a way for practitioners to come together and reflect on their own practice. Over 600 professionals from the social services, nursery schools and schools have participated in these Reflection groups. The aim of Reflection groups using Vignettes is a way to elucidate practice knowledge in social work by critical reflections and research techniques. Assembling social workers exclusively or together with other professional partners in reflection groups together with a researcher creates new knowledge. Typical cases with problematic situations or episodes are described in intensifying sequences. Each sequence demonstrates information crucial for assessments and decision making. Questions are put to each vignette on how to go about in the case and why. Thus comparisons can be made on social workers attitudes and work procedures as they are put in front of the same information. Themes that arise in the group process are put together and with the help of the researcher linked to theoretical concepts and current research. By using an example from a reflection group with vignettes about a Child Protection investigation in an ethnic minority family, issues on ethnic sensitivity in social work are discussed. The method becomes a tool for making visible ethnocentrisms, prejudices about gender, class and sexuality as well as hidden structures in the work process. The overall aim is to develop assessments in Child Protection investigations.

    This article discusses the factors that influence decision making in front line child welfare in Sweden and the implications for different groups of children, types of social problems and for the character of the work. Data stem from a study of social workers’ handling of reports and requests that were followed until interventions were decided upon or cases closed without ntervention. Risks were found to be considered in a narrow perspective. Though Swedish child welfare has been recognised as a family service system, need aspects are down-prioritised. Gender-related attitudes are reflected in the labelling of ‘capable’ mothers and in the higher probability of girls being investigated. In deciding eligibility to scarce services of the ‘right’ clients, high work pressure creates a focus on gate-keeping activities and the attitude is to keep children out of the system for their own good. This crucial sorting process displays the pattern of a heavily tapered funnel with few interventions at the end. Put into an institutional context, social workers’ discretion can be explained as a rational way for practice to handle organisational limitations, restricted resources and changing policies. Demands of protection and welfare issues are handled by individualising difficult social conditions and by ‘consensual ideology’.

    Abstract [en]

    The overarching aim of this report was to gain knowledge on how mandated reporters from different professional fields (staff in child health care, pre-school and school) reason and act in case of child maltreatment suspicion of children 0-12. The principal research method was focus groups (n=3) in which participants were discussing themes in accordance with study objective. The groups were homogenous in terms of professional field affiliation and consisted of 8-9 participants in each group. The mode of analysis was qualitative. 

    What to do if you have a suspicion of child abuse? What should social service workers and educators do if there is any suspicion that a child does not fare well? This Save the Children study is about how Child Welfare Service staff and pre-school and shool officials in Sweden are responding to their obligation to report suspected cases of child abuse and neglect. It is based on interviews made to professionals directly working with children who are mandated to inform the proper authorities if there is a reasonable suspicion that a child is being harmed by caregivers. This study was initiated within the framework of the larger project "Educate do not punish" coordinated between Save the Children in Italy, Romania, Lithuania and Sweden, aimed at protecting children from corporal punishment by supporting the inclusion of the explicit ban of corporal punishment in all settings.

    Social barnavård är den del av socialtjänsten som har det yttersta ansvaret för att ge stöd, hjälp och skydd till socialt utsatta barn och familjer. I När samhället träder in analyseras den sociala barnavården på flera nivåer och utifrån olika perspektiv. Boken behandlar barnavårdens organisatoriska ramar, de insatser de professionella har till sitt förfogande samt hur berörda barn och familjer uppfattar barnavården och dess arbete. I boken diskuteras också insatsers utfall och hur de kan undersökas.

    När samhället träder in vänder sig till studerande vid socionomutbildningar, i socialt arbete och i andra samhällsvetenskapliga ämnen på universitet och högskola samt till yrkesverksamma inom socialt arbete och angränsande områden.

    Signs-of-Safety i praktiken: En studie om användning i Stockholms län2018Rapport (Annet vitenskapelig)

    Signs-of-Safety utvecklades i Australien och kan i grunden ses som en modell för utredning och uppföljning i socialt barnavårdsarbete i avsikt att säkerställa barns säkerhet och skydd. I denna rapport redovisas en studie av modellens spridning och tillämpning i Stockholms stads stadsdelar samt övriga kommuner i Stockholm län. Tre delstudier presenteras. Det övergripande syftet med studien var att undersöka i vilken omfattning och på vilket sätt Signs-of-Safety används i Stockholms län samt att beskriva och analysera principiellt viktiga förtjänster och begränsningar som är förenade med att ta modellen i bruk.

    Barnavårdsutredningar i sex kommuner: En vinjettstudie2000Rapport (Annet vitenskapelig)
    Abstract [en]

    The aim of this study is to describe, analyse and compare different models of child welfare investigation and assessment of families. We selected six local authorities and used vignettes to study investigation/assessment procedures for families with children age 0–12 years, that were reported to the authority for child maltreatment. Each of the local authorities had, in one way or another, attracted wide spread professional attention due to their use of certain models of social work with children.

    The study aims to answer the following questions:

    • Do local authorities use more or less standardardized models in child welfare investigation and family assessment?

    • If yes, how can these models be described?

    • Does the process of the investigation/family assessment vary with the choice of model?

    Results reveal certain patterns in child welfare investigations, mainly based on how local child welfare work is organized. But there are also wide variations between local authorities with similar organisations and even with the same choice of models. Also, there are great variations within most local authorities, regardless of how they are organized or what model of investigation/assessment they use. Results suggest that professed use of a ”model” in investigation/assesment work does not necessarily lead to daily child welfare work becoming more predictable. That is, a child welfare report can generate different investigation processes and outcomes within a local authory, even if social workers claim to use a specific model in their work. A ”model” should be understood as a basic orientation with considerable variety. If a ”model” in child welfare work is defined as a standardized, replicable method of investigation/assessment and decisionmaking, producing a predictable process or outcome in child welfare investigations – then there are no models. One way to study investigation/assessment work in child welfare is to focus the organizational context. In this study we have categorized organisations with a sub-unit doing only investigative work as specialised organisations and organisations where the social worker investi73 gate/assess as well as give advice, administrate placements in care etc. as integrated organisations. Results vary between social workers in specialised and integrated organisations. Social workers in specialised organisations tend to start investigations sooner, use more coercive actions and strive towards ”harder” interventions in the form of placements in residential and foster care. Social workers in integrated organisations tend to vary more in their decisions, and favour mostly in-home-treatment. The study points toward a lack of distinct concepts, assessment standards, predictable procedures and outcomes in child welfare investigations. Results indicate a professional uncertainty about central issues in this most formalised area of child welfare. Investigation procedures and outcomes seem to differ considerably between local authorities and individual professionals – that is depending on the geographic residence of the family and what social worker that is assigned to the case.

    Syftet med uppsatsen var att belysa situationen för kvinnor inom könshandeln, hur man försökt skapa förändring för dem genom lagen som förbjuder köp av sexuella tjänster samt att söka kunskap om vad som förändrats avseende situationen för kvinnor inom könshandeln sedan lagen infördes. Jag har intervjuat två personer som arbetar professionellt med kvinnor inom könshandeln och en kvinna som har egen erfarenhet av könshandel. I uppsatsen använde jag mig främst av intervjuerna och kompletterade med de utredningar och rapporter som kretsar kring lagstiftningen som förbjuder köp av sexuella tjänster. De två teoretiska perspektiv jag valde var feminism och stämplingsteori. Det rådande synsättet är att prostitution anses skadligt på många plan, främst far den säljande parten illa och därför infördes denna lag. Efter att lagen infördes har gatuprostitutionen minskat. I resultatavsnittet lyfts betydelsen av förebyggande arbete fram samt att man hoppas på att lagen kommer ha en normbildande effekt. Det framkom också att lagen eventuellt gjort att tillvaron som kvinna inom könshandeln nu är mer riskabel än förr samt att man som professionell inom människovårdande yrken inte bör väja för ämnet.

    Using longitudinal national register data, we investigated labor-market attachment during the years 1993-1995 in Sweden for persons aged 25-35 years who had been in out-of-home care before the age of 18 in Sweden during the 1960s, 1970s, and 1980s. We consider whether an immigrant background has an additional influence on labor-market attachment. Compared to majority population peers, young persons who had been in foster care had shorter educations. Fewer had a strong labor-market attachment and more were dependent on social assistance. Results from multinomial regression models indicated that having been in foster care during childhood reduced the probability of high attachment to the labor-market and increased the probability of social assistance dependency, even after making adjustments for education, marital status, parenthood, domicile, and birth country. Few signs of additive effects from being both an immigrant and a former foster child are found.

    The aim of this study was to examine how the social services could investigate and support children of irregular immigrants within the boundaries of the law. More specifically it aimed to examine the legal possibilities and obstacles for the social services to support irregular immigrants, how the officials at the social services act considering the legal aspects, and how they reason morally and ethically when dealing with irregular immigrants. To answer the aim of the study the theory of positive law was used combined with qualitative interviews with two officials at the social services. Moreover a small quantitative telephone study with officials in the social services and with voluntary organizations was made. The study has used theories of sociology of law, law and ethics, and professional (civil) disobedience. The conclusions were that children of irregular immigrants are included by the Swedish law for social services, but are hindered from getting support by the legal obligation to inform the police authorities when the social services are dealing with foreigners who did not apply for a residence permit. There is a need for the officials to be extra committed in such cases and they break the obligation to inform to be able to support the children.

    The aim of this review article is to present an overview of the, in the Nordic countries, relatively new research area ’children exposed to domestic violence’, and to discuss the implications of this research. The overview shows that the international research is primarily quantitative, focusing on children’s symptoms. Only a small part of the published research studies are qualitative. These studies use the term ‘experience’, rather than ‘exposed’, stressing the child’s subject status. The Nordic research is qualitative, and in line with early North-American studies, uses the term ‘to witness’. Although the field has greatly expanded, the field still have many unanswered questions concerning for example recilience, gender and ethnicity, and lack un understanding of the relational and contextual aspects from the child’s perspective.

    The aim of this study is, by analysing children's and young people's discourses, to investigate their strategies in response to domestic violence episodes, in relation to their age. The empirical data come from individual interviews with children and young people (ages 8–20 years) who had experienced domestic violence and lived at refuges for abused women. The thematic analysis shows that the children describe a wide range of strategies before, during and after a violent episode, that all children act regardless of age and that strategies vary according not only to age but also to situation and context. The theoretical framework used is the sociology of childhood, and the analysis engages with theoretical concepts of age, agency and positioning.

    Syftet med denna samtalsanalytiska studie är att studera hur institutionen kan vara en arena för skapandet av sexuell identitet, genom att analysera tal om sexualitet vid ett särskilt ungdomshem för unga kvinnor, 14 - 20 år. Studien visar hur frågan om sexualitet genomsyrar arbetet i vardagen på insti-tutionen och fungerar som en organisatorisk princip. Studien visar vidare hur personalen talar om de omhändertagna unga kvinnorna som asexuella och som offer för sexuella övergrepp.

    In recent years, the interest in including children and adolescents in research on violence and abuse has increased. According to the UN Convention on the Rights of the Child, children have the right to be heard in issues that concern them and their lives. However, this puts great demands on researchers and the projects they design. This article discusses challenges in shedding light on children’s experiences and including them as informants. The starting point for discussion is three research projects aimed, in different ways, at measuring or exploring the dynamics of children exposed to violence. Using these studies as a backdrop, three main questions are asked. What con-cepts are used to describe children’s experiences and why is the choice of concepts important? Do our surveys measure what we think we measure, and do our interviews capture what we want to capture if our aim is to explore and understand children’s lifeworld? What are some of the central ethical dilemmas researchers face when conducting research on children and violence? Finally, the importance and implications of these methodological and empirical challenges are discussed.

    Using data from a study on police officers' encounters with domestic violence victims and a study on children experiencing domestic violence, this article examines how officers decide whether and how to communicate with children in emergency situations, and how children experience these encounters. Officers' views on such communication diverge; usually, communication is motivated by the need to determine next actions. Children recall little communication and describe officers as faceless, nameless and genderless. The authors argue for recognizing the preventive role of officers on emergency calls. Official policies and guidelines should formally acknowledge and clarify the importance of communication with children.

    The aim of this article is to investigate the competence of young children staying with their mothers in refuges for abused women as participants in qualitative interviews. Discourse of the verbal and non-verbal actions of seven young children (4–7 years old) was analysed using a theory originally developed to describe infant–mother interaction as a model. The analysis shows that the young children were able not only to communicate important aspects of what it means for a child to live in a family with domestic violence but also to regulate, limit and take the lead in the interviews, similar to the ways infants regulate their internal states during interactions with their caretakers. The findings emphasize the importance of including children this young in research and challenge taken-for-granted notions of adult power and helpless children.

    Abstract [en]

    Gambling about money is a frequent phenomenon in our modern community’s. The gambling has for some people resulted in a compulsive gambling. These consequences affects not only the gambler but also have impact on his or hers relatives. The purpose of this study is to describe how a small selection off relatives to persons with a compulsive gambling experience the gambling consequences in there life. The empirical material consists of five interviews with five relatives to persons with a gambling dependence. Coping theory, theory of crises and a systemic perspective has been used to analyse the empirical material.

    The results that appear are that the relatives have all described early signs that they at the time could not interpret. They have felt that the gambler has been absent in mind. The discovery of the gambling describes as a chocking experience. They have created there own cooping strategies. The relatives show a great amount of strength and they have drawn positive experiences from a difficult reality like better relations and communication with the gambler, and can see that they have to take care of them selfs and not only care for the gambler. The study also indicates that family ties are hard to brake, especially between parents and there children.

    Denne boken handler om barn og ungdom som har ulike erfaringer med vold og traumer, og hvordan de blir møtt av profesjonelle hjelpere.

    Gjennom fagtekster fra 18 forskere ved Nasjonalt kunnskapssenter om vold og traumatisk stress (NKVTS) kommer leseren tett på barn og unge som har det vanskelig, enten fordi de har opplevd en dramatisk hendelse, eller fordi de blir utsatt for vold i oppveksten. Tekstene gir forslag til hvordan det kan legges til rette for disse barna når vi møter dem på arenaer som skolen, sykehus, rettsapparat, krisesenter, barnevern eller i flyktningmottak. Dette er nødvendig kunnskap for å forstå, og dermed kunne iverksette, målrettede forebyggende og behandlende tiltak på flere arenaer. Med denne boken ønsker forfatterne å bidra med forskningsbasert flerfaglig kunnskap som gjør at barn og unge som er utsatt for vold og overgrep, eller som har opplevd skremmende, livstruende hendelser får best mulig hjelp og blir tatt best mulig vare på.

    The second European Conference on Domestic Violence (ECDV) was held in Porto, Portugal in September 2017. Given the interest in and focus on children and adolescents at both the first and second ECDV, and the identified need to gather research and researchers working in the field of children and domestic violence in Europe, the JOFV made a call for a special issue on European research on children, adolescents and domestic violence. The call has resulted in this double issue of 17 articles which comment on research conducted across Europe, authored from differed scientific backgrounds and reflecting diversity in topics and methods. The work reflects not only how far we have come in Europe on developing research based knowledge on children and domestic violence, but it has also has played an important role in identifying multiple gaps and address needs for the future.

    Grounded in an ontological, theoretical and methodological position that views children's views and experiences of domestic violence as critical to our understanding of those experiences, this letter to the editor reflects on Kimball's (Journal of Family Violence, 31, 625-637, 2016) review of research since 1999 when Edleson's influential article on children exposed to domestic violence was published (Journal of Interpersonal violence, 14(8), 839-870). Welcoming Kimball's call for research that can capture the full effects of children's exposure', we nonetheless challenge Kimball's criticism of the paucity of research literature directly capturing children's voices. Rather, we argue in this letter that Kimball's (Journal of Family Violence, 31, 625-637, 2016) methodology excluded those published qualitative studies which have engaged directly with children and sought to understand their lived experience of domestic violence. We conclude by highlighting our alignment with Kimball's assertion for the need to capture the voice and experience of children, but argue that this knowledge already exists. We also argue that some questions can only be answered by children and adolescents themselves.
