    La Picardie est souvent tenue pour une région sans identité (cf. Rey 1996 : 1627) et le picard comme presque mort. Cependant le picard - au Moyen Âge encore en usage devant les tribunaux en Picardie linguistique (cf. carte no. 1) et d’une grande vitalité littéraire - est de nos jours encore assez vivace, même si son usage à coté du français (devenant, dès le 16ème siècle, la langue officielle de la vie publique) a été de plus en plus restreint.

    Il se pose donc la question comment le picard a pu survivre face à la dominance quasiment absolue du français, et cela sans une idéologie de la picardicité (pire encore sans être conçu par les propres locuteurs comme une langue, si on considère les dénominations comme le chti, le chtimi, patois ou rouchi). Le picard ne peut donc être vu indépendant du français. Selon la terminologie très porteuse de Eloy (2004), le picard serait donc une langue collatérale.

    Nos analyses de trois méthodes de picard, des contributions de locuteurs de deux émissions de Radio France Bleu Picardie sur le sujet : “Parlez-vous picard ?”, des contributions des lecteurs de la revue Ch’Lanchron (intégralement en picard) et des forums à l’Internet montrent beaucoup de facteurs pour l’attachement personnel et identitaire à la langue picarde :

    - le picard comme patrimoine immatériel de la région, dans un monde qui change

    - le picard comme langue d’identité personnelle, l’expression naturelles des pensées

    - le picard comme langue de plaisanteries, des liens personnels

    - un code secret envers ceux qui ne le comprennent pas.

     

    L’énumération du picard parmi les langues de France dans le rapport Cerquilini de 1999, ainsi que les activités des linguistes d’Amiens et de Lille ont contribué à un commencement de prise de conscience que le picard est une langue et que les parlers locaux sont des variétés de cette langue, ainsi qu’il est un patrimoine culturel de la région et que parler picard est le droit des individus picardisants. La grande question relative au futur du picard reste cependant la transmission de la langue aux générations qui viennent.

    Dans le cadre du projet de recherche K2 "Interprétation à l'Hôpital" du Centre de Recherche Collaboratrice 538 "Plurilinguisme" à l'Université Hambourg (1990-2005) dirigé par Kristin Bührig ont été enregistrées, entre autres, quelques conversations entre un médecin allemand et un patient hispanophone, mais non-germanophone d'Amérique Latine, interpretées par une infirmière d'origine portugaise luso- et germanophone (mais pas hispanophone) qui agit comme interprète ad hoc, non-professionnelle.

    L'article analyse l'impact de l'interprétation et de la semi-comunication entre le pacient et son interprète sur l'interaction entre le médecin et le patient, ainsi que celui sur la structure de la conversation.

    The development of intercultural competence is a highly complex process. One crucial step to it is the development of an awareness that the own norms for producing and interpreting communicative patterns are culturally determined (cf. e.g. Allwood 1982). It is necessary to learn not to automatically apply one’s own norms to the culture of the other. This is the condition of the ability to acquire important competences such as tolerance to situational ambiguity, faculty of accommodation, empathy, or distance to one’s own role, which are considered to be essential for intercultural competence (cf. e.g. Bolten 2001).

    While the analysis of transcriptions of intercultural interaction is an approved method in intercultural communication trainings (cf. e.g. ten Thije 1999), the aim of this paper is to show the potential of cross-cultural analysis of conversation transcriptions, particularly in an earlier stage of language learning. This is important especially in order to develop an intercultural competence which is not perceived by the learner as the acquisition of a recipe knowledge.

    O artigo pretende dar uma visão de conjunto dos atos de fala que servem para entrar em contato com uma outra pessoa. A análise mostra que convém distinguir os atos de fala empregados segundo as situações.Também torna-se evidente que existe um grau diferente de convencionalização destes atos de fala em cada uma das duas línguas, assim como diferenças de uso das formas usadas segundo a situação. Um outro resultado é que urge considerar também atos comunicativos não-verbais como BATER PALMA, BUZINAR, MOSTRAR A CARTEIRA.

    Este artigo pretende dar uma visão de conjunto do fenómeno do tratamento eda alocução em alemão e português. Atenção especial é dada às tendências atuais, a alocução como ato de fala, as formas básicas da alocução e às funções da alocução. Analisam-se como exemplos conversações entrevendedores e clientes, discussões da televisião entre políticos e entrevistas da televisão com políticos e escritores em ambas as línguas. Enfim, são apresentadas brevemente duas propostas para a didáctica do tratamento e da alocução no ensino PLE.

    This study outlines the formation of the category of modal verb within the grammaticography of German from the beginnings in the 16th century up to its "canonization" in the 1st half of the 20th century, showing at the same time some parallels to the treatment of modal verbs in the grammaticography of Portuguese as well as the influence the German grammaticography had on the formation of this category in the grammaticography of Portuguese.

    This paper analyzes data from doctor-patient interaction mediated by nonprofessional ad hoc-interpreters with a focus on the performance of ad hocinterpreters and their use of verba dicendi (“to say”, “to tell”, “to mean to say”). Our analysis of the Turkish and Portuguese language data shows that in both languages markers of reported speech are used both to establish ‘interactional coherence’ (Bührig 2002), and to express speaker stance. It seems that verba dicendi serve to especially emphasize the reliability of information provided by the doctor. In line with a general shift towards a more dynamic concept for the role of interpreters, our results also indicate that the different communicative functions of markers of reported speech should be part of interpreter training.

    This study investigates variable noun phrase number agreement (VNA) in two second language varieties of Portuguese, spoken in Maputo, Mozambique and in Mindelo, Cape Verde. Quantitative VARBRUL analysis is carried out based on recordings made in Maputo and Mindelo 2007 and 2008.

    Previous quantitative studies on VNA in varieties of Brazilian Portuguese (Guy, 1981; Lopes, 2001; Andrade, 2003) as well as on VNA in first and second language varieties of Portuguese from São Tomé (Baxter, 2004; Figueiredo, 2008, 2010) indicate contact between Portuguese and African languages as the main origin of this phenomenon. VNA in Brazilian Portuguese is, however, interpreted by Scherre (1988) and Naro & Scherre (1993, 2007) as the result of language internal drift.

    Varieties of Portuguese from Mozambique and Cape Verde are particularly interesting to contrast in order to investigate influences from African languages on VNA, as in Mozambique Bantu languages are first languages of the vast majority of Portuguese speakers, whereas in Cape Verde, practically all Portuguese speakers are first language speakers of Cape Verdean Creole, whose substrates are West African, and not Bantu, languages. Comparison is also made with previous studies from Brazil and São Tomé.

    The results of this study comment previously postulated explanations for VNA in Portuguese in various ways. The analysis of the variables onset age and age stratum indicates that VNA in the analyzed varieties is a phenomenon linked to the acquisition of Portuguese as a second language and/or language contact rather than the result of internal drift. The fact that all the compared varieties tend to mark plural on pre-head components contradicts Bantu transfer as an explanation for this pattern, and raises the need to also consider more general explanations based on language contact. The basic structural similarity between the compared varieties suggests the existence of a grammatical restructuring continuum.

    En el presente estudio se pretende analizar si existe una verdadera democracia en Paraguay, investigando el juicio político y la destitución del ex presidente Fernando Lugo en junio del 2012. Tras el golpe de estado en 1989, que puso fin a una dictadura de 35 años, el país empezó la transición hacia la democracia, la cual sigue hoy en día inconclusa. Dentro de un marco teórico de la sociedad civil y utilizando el concepto de accountability, se trata de investigar y comprobar la hipótesis de que no existe una democracia transparente en Paraguay. Nuestras preguntas de investigación son: ¿Cuáles son las causas de la destitución del ex presidente Fernando Lugo? Y ¿Qué nos dice este acontecimiento sobre la calidad de la democracia en Paraguay hoy? Para hacer posible el análisis se presenta una breve historia de las últimas décadas en Paraguay y se analiza la democracia en este país hoy en día, utilizando determinados requerimientos y características para la democracia. Usamos el método cualitativo. Concluimos que la destitución del ex presidente Fernando Lugo ha sido un “golpe de estado institucional” y que la democracia no es fuerte y transparente en el país. También concluimos que hay una sociedad civil fuerte en Paraguay, pero que esto no indica una democracia institucional sólida o transparente.

    En este trabajo nos proponemos examinar la visión artística de la novela Jemmy Button (1950) de Benjamín Subercaseaux. El tema del libro son cuatro indígenas que fueron obligados a participar en un experimento cultural, a civilizarse acorde con las normas de la época victoriana, por un capitán de la Marina Real Británica. El experimento fracasó dejando tras de sí la leyenda de Jemmy Button. Con esta novela de aventuras el escritor Benjamín Subercaseaux nos lleva a la Tierra del Fuego y a la Inglaterra de 1830. En nuestro estudio hemos intentado ubicar signos de polifonía para aproximarnos a la visión artística de la novela, de la cual mantenemos que toca la dimensión de la polifonía. Nuestro trabajo indica que la imagen del personaje en la obra ha sido inspirada por el pensamiento artístico polifónico, según el cual cada personaje revela mediante su última palabra la imagen que tiene acerca de su persona y de su mundo. Para realizar el propósito deseado nos apoyamos principalmente en el estudio de Mijaíl M. Bajtín Problemas de la Poética de Dostoievski, cuyo tema central es el género de la novela polifónica. En este análisis entramos en la dimensión de la polifonía como visión artística y exponemos tanto el diálogo, como el dialogismo, la autoconciencia y la palabra, que en su totalidad revelan al hombre en el hombre.

    En muchos países, ante las elecciones, los representantes de los dos partidos más importantes se encuentran en un debate político televisivo cara a cara. La forma normal del debate político es polémica y, para poder dañar la imagen del otro, los ataques verbales de descortesía son frecuentes. En Suecia existe una larga tradición de debates electorales televisivos, mientras que en España es un fenómeno bastante nuevo.

    Este trabajo es un estudio cualitativo contrastivo sobre el uso de descortesía en dos debates políticos, televisivos, uno sueco y otro español. El objetivo es el de estudiar la argumentación y más específicamente el grado y el tipo de descortesía usados para ver si existen algunas diferencias culturales y nuestra hipótesis es que el debate político español debe ser más conflictivo que el sueco y la descortesía más frecuente.

     La imagen básica describe los rasgos principales homogéneos de una cultura y a veces se puede notar que las actitudes típicas de un país se reflejan en el debate político. Sin embargo, no siempre es así, sino que constatamos que factores personales y estrategias aplicadas para conseguir un objetivo específico, también afectan el estilo elegido por el político.

    El resultado revela que el debate español es más conflictivo y que se usa un estilo más directo que se empareja con la imagen básica española. Sin embargo, no son rasgos españoles generales, sino más bien individuales y el estilo discursivo varía durante el debate. Los dos políticos suecos tienen un estilo similar que resulta menos conflictivo, algo que encaja bien con la imagen básica sueca. El resultado de la investigación corrobora por lo tanto sólo parcialmente la hipótesis.

    El objetivo del presente estudio es analizar los rasgos de personalidad de los protagonistas de dos novelas infantiles. El corpus de la investigación está formado por las narraciones

    Zoro y De las Alas Caracolí, del autor colombiano Jairo Aníbal Niño. Las narraciones se desarrollan en ámbitos con aparente armonía, en los cuales, no obstante, los protagonistas infantiles tienen que enfrentarse a personajes codiciosos y violentos. La hipótesis que sustentamos es que todos los niños de los relatos son bondadosos, pero en cuanto a otros rasgos de personalidad, se manifiesta cierta diferencia entre personajes femeninos y masculinos.

    Los relatos tienen una orientación al argumento, según el cual los personajes son descritos principalmente por sus acciones. Para revelar los rasgos de personalidad expresados implícitamente en los textos, se analiza las narraciones de una manera estructural, con el estudio del discurso, el espacio y de los actantes según el modelo actancial propuesto por A. J. Greimas. Asimismo, se investiga el género, así como ciertos aspectos relacionados con la creación del personaje que son de especial significado en la literatura infantil.

    La conclusión principal es que tanto la niña como los niños son descritos como muy bondadosos y amables. No obstante, hay diferencias en la conducta de los personajes infantiles en el corpus. De los tres protagonistas en los relatos, los dos niños juegan papeles más activos y destacados en comparación con la niña, que juega un rol más pasivo.

    Many Latin American countries have during the past decades experienced an increase in violence (Howard et al 2007:716). The expansion of youth gangs and drug cartels in many countries of the region, and the states policy to fight these groups with a strong fist, has created a situation bearing the characteristics of an un-proclaimed civil war, that has come to affect all social classes (ibid:719). This expansion of the problem of violence, and the notion of insecurity it brings, has resulted in an increase in talk about the matter. As a way of trying to grasp control over a seemingly out of control issue, people automatically try to pin down characteristics of the potential perpetrators. Already socially excluded people and minorities on the bottom of the social hierarchy are the ones that have to suffer the stigmatization of criminality as they are seen as more prone to assort to crime and violence due to their economical desperate and unjust living situations (Caldeira 2000:92). These people that are the most exposed and vulnerable to the effects of economic development become personified with the problems that social exclusion and economic inequality creates, such as crime and violence (Howard et al 2007:716). As these groups of people become criminalized, the question of solving these issues becomes not a question of solving the root causes such as the economic inequalities, but the government’s ability to keep these social groups at bay (Caldeira 2000:90). An increase in violence and crime is therefore not perceived as a result of inequality in income and opportunity, but rather as the result of a weak state (ibid).

    This aim of this research is to analyze how media discourses in Rio de Janeiro, Brazil, contributes to the personification of the residents of the

    Favelas as violent and criminal. This paper will follow the lines of critical discourse analysis theories, which argue that media discourses justify unequal power relations in society and enforces inequality and the social exclusion of minorities (Van Dijk 1988:25). It will also be argued that it is this stereotypical view of the residents of the Favela as inheritably criminal and violent which lead to dehumanization of them and the justification of the killings of civilians in these neighborhoods (Caldeira 2000:20; Goldstein 2003:205; Perlman 2010:172).

    En esta monografía se quiere realizar una lectura de dos novelas argentinas, A veinte años, Luz y Kamchatka centrándola en la memoria a nivel individual. Se investigará cómo la función de la memoria se entrelaza con los pasados de los protagonistas, ambos son hijos de desaparecidos. Se propone que la protagonista de A veinte años, Luz redefine su identidad después de una crisis al enterarse de aspectos desconocidos de su pasado, mediante una reconstrucción del mismo. En la novela de Figueras, en cambio, el protagonista “trabaja” con su memoria, para poder reconciliar-se con los hechos de su pasado. Para poder establecer la función de la memoria se usará el es-quema actancial de Greimas. Buscamos pruebas en la construcción narrativa para sostener nues-tra hipótesis mediante conceptos tomados de la narratología.

    El Movimiento de Trabajadores Desocupados (MTD) de Lanús es una organización de la zona sur del Gran Buenos Aires (Argentina), cuyo ámbito de actuación es la localidad de Monte Chingolo. Se caracteriza por su autonomía con respeto a partidos políticos y sindicatos, por su inserción territorial y trabajo de base en los barrios, por el rechazo a las practicas clientelares enraizadas en el conurbano bonaerense, al igual que por modelos de participación y discusión horizontales. Propugnan la necesidad de un cambio social en el que las clases populares son los actores protagonistas del cambio.

    Desde sus orígenes han desarrollado formulas alternativas de organización y un proyecto autogestivo, donde los talleres y micro-emprendimientos autogestionados son su máxima expresión. Este estudio pretende analizar las prácticas colectivas que representan estas experiencias en correlación con procesos de empoderamiento individuales y colectivos.

    Concluimos que la participación en el MTD de Lanús ha fomentado relaciones sociales y vínculos comunitarios. La militancia tiene más herramientas para hacer oír su propia voz, sus demandas y propuestas, y cuentan con mayores recursos para el conocimiento de sus derechos como ciudadanos. Un proceso caracterizado por la dotación de poder de sujetos tradicionalmente excluidos de toda participación social y política.

    The consumption habits related to alcoholic beverages and drugs reflect social and cultural characteristics of a society. In these reflections the Venezuelan culture is analyzed through observations of individual and collective behaviour related to the consumption of alcohol (and to a lesser extent drugs). Without the ambition to carry through a detailed comparative study, the objective of the present project is rather to realize an analytical presentation of certain aspects of the Venezuelan situation, with certain illustrative comparisons with the Swedish culture. The document is a result of a research journey to Venezuela in 2000. With the focus on the Venezuelan culture we likewise aim at developing our analytical capacity and comprehension of the Swedish culture. In the light of a distinct culture the native society of the observer can emerge more clearly. The study is principally a reflection on traits of consumption and cultural habits in the context of alcohol and drugs in Venezuela.

    The canton of Otavalo in the Ecuadorian Sierra has been a stronghold and intellectual cradle of the Ecuadorian indigenous movement. In the year 2000 Mario Conejo Maldonado, who represented the indigenous political movement Pachakutik, was elected as the first indigenous mayor of Otavalo. His administration has enjoyed recognition for its popular participation formula and intercultural project, integrating mestizos and indigenous citizens. In the context of local state reform challenges and the inclusion and recognition of indigenous citizens in the Ecuadorian state model this study approaches a local government led by an indigenous mayor with an intercultural banner. However, the project of ethnic integration in Otavalo has not evolved without complications and conflicts. Social and political divisions in the indigenous population have been reflected since before Conejo was ever elected. Ethnically based tensions in the local indigenous movement have been manifested throughout the period and in 2006 Conejo left Pachakutik and created a new political movement – Minga Intercultural-. The author argues that the rupture in the Otavalo indigenous movement (and local government) can be traced to the intercultural dilemma and difficulties associated with an ethnically defined political movement. Similarly, aspects of the so called “Correa effect” on the indigenous movement at the local level will be approached, since the Otavalo mayor has joined President Rafael Correa’s PAIS movement before the local elections of 2009.

    To what extent might an indigenous mayor govern beyond ethnically defined grievances, without being labelled traitor by the indigenous organisation? This article deals with the challenges faced by the Ecuadorian indigenous movement when it attains power in local government. The issue will be explored through the case of Mario Conejo, who in 2000 became the first indigenous mayor of Otavalo representing the indigenous political movement Pachakutik. Although ethnically based tensions in the local indigenous movement were evident throughout the period, 2006 saw Conejo leave Pachakutik and create a new political movement. This rupture can be traced, I argue, to an intercultural dilemma and the difficulties of ethnically defined political movements.

    Una onda de procesos de descentralización ha cruzado el continente latinoamericano desde finales de los 1980. Hoy día los ciudadanos eligen directamente sus líderes políticos locales (y en algunos países también regionales), en comparación con las tradiciones históricas de liderazgo político centralizado. Al mismo tiempo, la descentralización tambíen es una de las demandas y recomendaciones principales de las agencias internacionales de cooperación de desarrollo y de los bancos multilaterales, como vía para reducir la pobreza y combatir la corrupción y la ineficiencia institucional. El artículo enfoca unos aspectos teóricos e históricos de la descentralización, entre otros los principios democratizadores del proceso y sus implicaciones en forma de accesibilidad al Estado y las arenas políticas para actores/grupos sociales y políticos que anteriormente estaban excluidos. Este estudio resume el estado actual del proceso de la descentralización en Bolivia y Venezuela. Teóricamente se usará una aproximación integrada, combinando ideas de opciones racionales con aspectos estructurales y procesales, particularmente las ideas de estructuras de oportunidades políticas. La descentralización está íntimamente conectada a los procesos de democratización y en muchos casos se puede considerar como un tipo de democratización (en el caso de definir la democratización como un aumento en la igualdad política). La legitimidad de una sociedad democrática depende de los eslabones entre grupos de la sociedad civil y el Estado.
