    NPIHP Partners Host Conference on Swedish Disarmament Policy Dec 05, 2012

    The Nuclear Proliferation International History Project is pleased to announce a conference on Swedish nuclear disarmament policy, organized and hosted by Stockholm University on 26 november 2012.

    Organized by Stockholm University Professor Thomas Jonter, Emma Rosengren, Goran Rydeberg, and Stellan Andersson under the aegis of the Swedish Disarmament Resaerch Project, the conference featured keynote addresses by Hans Blix and Robert Kelley, as well as papers from leading researchers on Swedish disarmament history.

    Abstract [en]

    Swedish nuclear-weapons plans are analyzed during the period 1945–1968. By the end of this period, Sweden had in place a nuclear program capable of producing nuclear weapons within a few years. But for a combination of reasons—among them rising public opposition to nuclear weapons, tension between civilian nuclear power goals and the goal of maintaining freedom of action with respect to nuclear weapons, the US policy to discourage the Swedes from building the bomb, and strengthening of international nonproliferation norms—the program was abandoned in 1968 when Sweden joined the Non-proliferation Treaty as a non-weapon state.

    In signalling its wish to participate in the Additional Protocol at an early stage, Sweden took several steps at the national level long before it actually ratified the protocol in May 2004. In 1998, the Swedish Nuclear Power Inspectorate (SKI) initiated a project to conduct a historical survey of Swedish nuclear weapons research for the period 1945–72. Sweden thus took an important step for the sake of transparency. SKI worked out a general model of how a nationally based survey could be designed, and gradually other states approached SKI in order to learn more about the methods and goals of the historical surveys. In 2002, a cooperative project was initiated between Sweden and Estonia, Latvia, and Lithuania. Finland joined the cooperative effort, and it thus became a dialogue and project carried out by five neighboring states to make national surveys. This article presents summaries of the national reports from Sweden and the Baltic states.
