    Abstract [en]

    This dissertation studies the relationships between actors on the Swedish art market during the period 1920-1960. The sociological theory of Pierre Bourdieu is used as an analytical framework.

    One part of the thesis studies different social groups on the market. Firstly, the relationships between different galleries and art dealers are investigated. The dealers found themselves in a changing economic and symbolic hierarchy. The "traditional" art dealers sold less and less during the period, whereas the "modern" art galleries, which were subjected to both symbolic and physical attacks at the beginning of the period, sold more. The victory of modernistic art on the market is shown by using, among other things, company reports as a source. Secondly, the relationships between consumers are discussed. I compare the groups buying "modern" and "traditional" art in Stockholm at three points in time when new art movements were introduced by new galleries on the market: 1935 (socially involved expressionism), 1947 (concretism), and 1955 (informal art). The consumers of these different art objects are compared to those who invested in the late nineteenth century art (plein air painting, impressionism and national romantic art) at the same points in time. Within the dominating class there were obvious differences and opposing tastes. The registers of sold art items are the basis for this study.

    Another part of the thesis discusses different social groups within the state. Certain groups of artists and galleries (introduced in the first part of this dissertation) were particularly successful in their attempts to take possession of the state. They were both members of the State Art Council (1937) and decided what art the state should purchase on the market for decorating their public buildings, and were also on the Business Council for Art and Antiques (1949) where they decided which dealers would be licensed to import and sell artists work on the Swedish market. The Swedish import restriction on "inferior" art during the period 1939-1953 is discussed, and among other things the Swedish and German art politics is compared. The Nazi regime gave room for a nostalgic traditionaI art and prohibited "inferior" modernistic art, while the Swedish state prohibited an amateur nostalgic and traditionaI art, and decorated their public buildings with exactly the modern art which was prohibited in Germany. The main material comes from the State Art Council Archives.

    The aestethic controversies were also political. During the 1930s modernism and bolshevism were synonymous in many people's eyes. The conservative bourgeoisie lost the battle over the officially sanctioned culture in Sweden during that same decade.

    Abstract [en]

    This article explores the decline of the propertied bourgeoisie in Sweden in the twentieth century by analyzing data from the Stockholm Directory of Wealth reporting on private wealth in the years 1914, 1928 and 1963. Wealth tax statistics are used as complementary sources. How did the overall level of wealth change among the affluent Stockholmers during this period? Who were the wealthiest people in Stockholm and how did the social stratification withinthe richest change over time? The main results are: first, strongly declining overall mean wealth (-58 per cent) among the richest with a dramatic drop already before 1945 (thus before the expansion of the welfare state); and, second, surprisingly stable social positions among the wealthiest between 1914 and 1963, despite radical changes in society and a dramatic decline in mean wealth.

    Abstract [en]

    This essay is a study of how different academic perspectives on international development aid is represented in one of Sweden’s most established quality newspapers – Dagens Nyheter, during the year of 2011. The study is founded in two academic disciplines: studies on aid and development, and media representations of science.

    The empirical study of Dagens Nyheter’s articles is based on a division of the academic research on aid and development into four different perspectives. This division is made in such a way that the first perspective has an essentially positive view on aid and development and the subsequent ones are each more critical than the previous.  The study finds that a large majority, 68 % of Dagens Nyheter’s articles on aid during 2011 are to be found in the first, essentially positive, perspective, and that the fourth perspective, that is critical of both aid and development as a goal, is not present in any.

    The findings of this study could be of relevance in explaining Swedish people’s views on aid which are generally uncritical. It could also serve as a starting point for further and more extended research on this subject.

    The European Union is a unique political organisation whose legitimacy remains under constant debate. This thesis aspires to clarify whether or not the EU consitutetes a legitimate political system, an answer the research question: to what extent is the European Union democratically legitimate?

    The chosen methodology is based upon a positivist perspective. A literature study builds an initial theoretical framwork, whereafter a quantantive case study is performed, to ensure sufficient reliability and validity. Previsous research within the field of international realations and political science has focused on formal, social, input and output legitimacy. Organisational theory promotes pragmatic, moral and cognitive perspectives. This thesis integrates the previous reasearch info a holistic legitimacy framework. The case study concludes that the European Union is legitimate to a high estent. Interdisciplinary perspectives and empirical methodologies could benefit future research,

    Abstract [en]

    Children are the "little people" and during the childhood it may be said that the child is supposed to acquire the attributes that will enable him or her to qualify for and enter adulthood. The purpose of this thesis is to illustrate the attributes that defined a child as a "proper" child of its times with particular reference to 18th century Stockholm. The definition of children and childhood used is based upon both the prevailing social and cultural constructions and children's physical and psychological development.

    An understanding and awareness of these conceptions can be reached through studying the then expressed ideas about what a proper childhood should entail and through studying the treatment of children. In order to arrive at and define the conceptions of childhood four questions were posed:

    • Were children seen as a separate group in relation to adults?
    • Were distinctions made between the group defined as children?
    • Were children ascribed certain responsibilities?
    • What did the socialization process include?

    In order to answer the questions several different source materials have been used: laws, population registers, school books, children's literature and enrolment lists and examination papers from public schools. Children have been treated differently from adults by the legal system (criminal law and the civil law) at least since the middle ages. In some areas the age limits marking the transition from child to adult have remained the same while others were raised. Economic regulations have been subject to the greatest change. A general trend is that childhood as a period of few rights and responsibilities, has been prolonged over time.

    The conceptions of children and childhood vary considerably, even within a particular society and period. Despite the fact that distinctions (based on age, sex and social class) were made between children, at least one group in society expressed a conception of children as being alike emphasising instead differences between children and adults. Here children were defined according to their cognitive and affective capacities.

    I argue that this continuity can in part be explained by the physical and psychological differences between children and adults. The changing conceptualization is more difficult to explain. A strict economic explanation based on extended resources or an increased demand for educated labour is not plausible as Stockholm's economy was stagnating between 1750-1850. It is more likely that difficulties within the labour market together with cultural changes (particularly secularization) influenced the conceptualization of children and childhood.

    Abstract [en]

    This article critiques state failure discourses from a poststructural and postcolonial perspective. We argue that these discourses are wedded to Euro-Western notions of the state and that, therefore, they fail to articulate other modes of political community to which we seek to open world political theory. First, we deconstruct prevalent state failure discourses to unearth the problematic character of their underlying commitments to a Eurocentric state. Second, we engage the way such discourses are deployed in the Failed States Index. Third, we propose an alternative account of why the Western model of the state has failed, explaining how the (neo)colonialist insistence on the propagation on this model enables the proliferation of violence conventionally attributed to state failure. Finally, we seek to open the notion of state failure to alternative forms of community obscured by the reification of the Western model of statecraft as the universal mode of political life.

    1950-talet betraktas som genombrottet för den fulla sysselsättningens politik. Det här utkastetsyftar till att något visa när och hur uttrycket kom till på 1940-talet och varför det blev viktigt,de skiftande innebörderna i det och hur konstruktionen av det samverkade med denekonomiska utvecklingen på 50-talet. Någon uttömmande studie är det inte frågan om, utandet rör sig enbart om olika mindre nedslag. I centrum står hur begreppet införlivades i svenskekonomisk politik genom det socialdemokratiska efterkrigsprogrammet ochfackföreningsrörelsens program för full sysselsättning, den så kallade Rehn-Meidnermodellen. Vissa jämförelser görs med hur det har kommit att användas på 1990- och2000-talen. Full sysselsättning sammanfaller tidsmässigt med tillkomsten av Bretton-Woodssystemet 1944. De är samma andas barn. 1971 bröt Bretton-Woods ihop sedan USAbeslutat släppa guldets koppling till dollarn. Kort efter följde 1970-talets oljekriser ochfullsysselsättningspolitiken som den utformades på 1950-och 1960-talen kom då attundergrävas. Men icke desto mindre kom begreppet att leva kvar och används idag som envision för arbetsmarknadspolitiken. Ett delsyfte med konferenspappret är att utgöra en del avkontexten till forskningsprojektet Aktivitetsrapporten som empirisk källa till arbetslösassökbeteende.

    Syftet med projektet är att undersöka aktivitetsrapportens möjligheter att förstå sökaktiviteten hos arbetssökande inskrivna vid Arbetsförmedlingen. För ändamålet har två totala uttag av aktivitetsrapporter för oktober och november 2014 använts. Undersökningen har också kompletterats med en genomgång av Arbetsförmedlingens Sökandeundersökning för oktober 2014 och en tillsammans med Arbetsförmedlingen genomförd webbenkät under oktober 2014. Undersökningen har gjorts på såväl en generell nivå som på kommunnivå.

    Då i stort sett samtliga inskrivna arbetssökande i Sverige ska aktivitetrapportera varje månad så ger den en lägesbeskrivning över de arbetslösas sökbeteende även på läns- och kommunnivå. Givet vilka individdata som finns att tillgå möjliggör sålunda aktivitetsrapporten relativt ingående studier av de arbetssökandes sökbeteende för varje kommun.

    Enlig aktivitetsrapporterna 2014-10 – 11 söker män generellt sett i något högre utsträckning arbete än kvinnor medan kvinnorna är mer aktiva än männen att beskriva vad de har gjort för att bryta sin arbetslöshet under aktiviteten annan aktivitet. De övriga aktiviteterna fördelar sig relativt jämnt i genomsnitt mellan könen. Ett genomgående mönster är att de utrikes födda söker i genomsnitt fler jobb än de inrikes födda. Det gäller i princip för alla kommungrupper. Skillnaden i att söka jobb mellan kvinnor och män bland de utrikes födda är också stor med en tydlig övervikt för männen medan skillnaden bland de inrikes födda är mindre utpräglad, med en marginell dominans för männen.

    Aktiviteten intervju uppvisar ett annat mönster. Generellt sett så blir såväl kvinnor som män kallade till en intervju lika många gånger i genomsnitt enligt de båda aktivitetsrapporterna. De inrikes födda kvinnorna blir i genomsnitt marginellt oftare kallade till en intervju än männen. Det omvända förhållandet råder mellan kvinnor och män bland de utrikes födda. Männen blir i genomsnitt betydligt mer frekvent kallade till en intervju än kvinnorna. Den stora skillnaden återfinns mellan de inrikes- och utrikesfödda. De inrikes födda blir betydligt oftare kallade till en intervju än de utrikes födda. Om vi ser till relationen antalet sökta jobb per intervju framträder skillnaden klart. De utrikes födda har svårare att bli kallade till en intervju än de inrikes födda. Det gäller inom alla kommungrupper.

    Den 1 september 2013 infördes aktivitetsrapporten. Den är en standardiserad webbenkät i vilken en arbetssökande inskriven vid Arbetsförmedlingen varje månad ska dokumentera vad hen har gjort för att bryta sin arbetslöshet under föregående månad. Syftet med denna artikel är undersöka utifrån dess konstruktion hur den kan bidra till förståelsen för arbetslösas arbetssökande. Särskild vikt har lagts vid aktiviteterna antalet sökta jobb och antalet intervjuer.

    Detta konferenspapper syftar till att presentera bakgrunden till ett av de viktigare inslagen i den nyaarbetsmarknadspolitik som infördes i Sverige under 1990-talet. I centrum står den så kallade sökteorin(job search theory), alltså hur arbetslösa gör för att bryta en uppkommen arbetslöshet. Sökteorinintroducerades visserligen i svenska ekonomisk-politiska debatten redan på 1970-talet men det varförst på 1990-talet den fick ett stort inflytande på arbetsmarknadspolitiken. Doktrinhistoriskt verkaremellertid sökteorin tämligen outforskad inom svensk ekonom-historisk forskning. Motivet bakomdetta konferenspapper är sålunda göra ett första försök att ge några drag i sökteorins historia.Sökteorin som presenterades i den svenska debatten i början av 1970-talet hämtades ur en omprövningav den amerikanska arbetsmarknadspolitiken. Konferenspappret behandlar mycket kort ochöversiktligt hur sökteorin utvecklades bland ekonomer och praktiker i USA på 1960-talet. Blandekonomerna diskuterades i vilken utsträckning ekonomiska incitament spelade för de arbetslösassökbeteende. Vad som åsyftades var vad vi idag kallar reservationslönen och dess roll försökaktiviteten. Den andra ansatsen utgick ifrån ett socialpsykologiskt perspektiv där snarare graden avmotivation avgjorde den arbetslöses sökaktivitet. I första hand är det debatten bland amerikanskaekonomer och praktiker och sökteorin som tas upp men också något om hur dessa nya idéer togs emoti Sverige.

    This thesis investigates the emergence and establishment of an early public monitoring system of the Swedish economy prior to the First World War. The study relies on a careful examination of the source materials with the view to map why and how the monitoring of the Swedish economy emerged, who demanded it, how the public supervision of the economy was organised and administrated and the results of the efforts. The common driving force was an increasing political interest in Sweden and elsewhere over the labour issue towards the end of the nineteenth century. In fact, the establishment of the monitoring system of the Swedish economy was largely the result of a broader international statistical respons to the labour question by the end of that century. The emergence of a public monitoring of the economy was driven by a general need for measuring the effect of industrialisation on the labour market, especially the growing problems with episodes of involuntary unemployment in the industrialised countries towards the end of the century.

    The thesis is divided in two parts with a total of ten chapters. It is written within a traditional narrative structure, that is, the beginning, the middle and the end. The first part examines the emergence of the surveillance of the labour market and consists of three chapters according to the narrative structure covering the period 1893-1913. The second part consists of three chapters that investigate the establishment of a monthly economic survey of the Swedish economy between 1910 and 1914, structured in the same way as the part one. The establishment of this early public monitoring of the Swedish economy should be regarded as a forerunner of the National Institute of Economic Research (Konjunkturinstitutet) 1937.

    A rational planning of public works and a counter cyclical economic policy contributed to the building of a Swedish public monitoring system of the economy during the first three decades of the twentieth century.

    The starting point in the development of this monitoring system was the proposal for an economic barometer on a French model in 1910 and the endpoint was the establishment of the National Institute of Economic Research (NIER) in 1937. Both the barometer and the NIER shared a common purpose to inform the public and the business community of the current economic situation, and above all, to work as tool for the government to control and regulate the trajectories of business cycles. The analysis of a vast amount of documentation presented in this essay provides new insights into the development of economic policy in Sweden during this period of time and contributes to our understanding of the emergence of Keynesian economic policy during the interwar period.

    There was an attempt to meet the demand for a counter-cyclical economic policy in 1910 with the suggestion for a public economic barometer and the creation of a permanent institution assisting the government in mitigating unemployment. The purpose was to prevent unemployment by calculating the turning points in the business cycle and thereby to facilitate a counter-cyclical economic policy. Parliament rejected the proposal referring to the difficulty to determine the turning points and to its own ability to determine the proper time to starting and redistribute planned public works. However, in 1914 Parliament made a concession by replacing the economic barometer with a series of economic indicators intended for the public and the business world.

    During the first world war the question lay dormant. However, signs of raising unemployment in some sectors of the economy in early 1920 resulted in a bill submitted to Parliament suggesting the establishment of a permanent body with the aim to increase the mobility of labour. References were made to the debate in Parliament prior to 1914, but the bill was not adopted. Instead, Parliament decided to submit the question to the parliamentary Committee of Social Insurance for further examination.

    Although the economic depression in 1921 and 1922 in fact lead to an increased public albeit descriptive statistical surveillance of the Swedish economy it was not until 1925 that the sudden signs of backlash and increasing unemployment convinced the government that the labour market was in need of greater examination. This resulted in the appointment in 1927 ofa new parliamentary committee, the Commission of Unemployment.

    The sources show that from the outset of its work the commission considered the question of improved economic statistics and of counter-cyclical policy as important means to prevent long-time unemployment. Some of these documents also contain references to the pre-1914 proposal for an economic barometer.

    The advent of the economic depression in the beginning of 1930 gave an impetus to the idea of establishing a permanent institute to assist and guide the government in formulating its economic policy against unemployment. Between 1932 and 1934 the outline of an economic information office was worked out mainly within the Commission of Unemployment. Its report was published in 1935 with a draft proposal for a national economic information office. The sources indicate that the planning of the new institution was carried through in conjunction with the Ministry of Finance as a part of launching the new economic policy against unemployment. In 1937 Parliament decided to establish a national institute of economic research (NIER).

    Det här konferenspappret bygger på ett av IFAU finansierat projekt om aktivitetsrapportensom empirisk källa till arbetslösas sökbeteende och behandlar främst bakgrunden tillaktivitetsrapporten. Den historiska bakgrunden visar att aktivitetsrapporten är en följd av enförändrad arbetsmarknadspolitik sedan början av 1990-talet med ökade krav på den arbetslöseatt mer aktivt söka jobb och ett samtidigt ökat behov av kontroll av att den arbetslöseverkligen är aktiv på arbetsmarknaden. Det individuella ansvaret hos den enskilde att bryta sinarbetslöshet står i centrum i den nya arbetsmarknadspolitiken. Det instrument statsmaktenanvänder sig av är en mer restriktiv arbetslöshetsförsäkring med ett ifrågasättande av det äldremen rigidare sanktionssystemet.Aktivitetsrapporten infördes den 1 september 2013 av Arbetsförmedlingen efter en skrivelseav regeringen. I den ska en arbetssökande arbetslös inskriven vid Arbetsförmedlingen varjemånad redovisa vad han eller hon har gjort för att bryta sin arbetslöshet, med utgångspunkt ien mellan den arbetssökande och Arbetsförmedlingen upprättad individuell handlingsplan.Införandet av aktivitetsrapporten utgjorde en del i ett förändringsarbete av denarbetsmarknadspolitiska verksamheten som alliansregeringen genomförde 2012 ochinnefattade en skärpning av lagen om arbetslöshetsförsäkring. Syftet med projektet är attundersöka dels den historiska bakgrunden till aktivitetsrapporten, dels i vilken utsträckningaktivitetsrapporten kan bidra till en ökad kunskap om arbetslösas sökbeteende. Vilkamöjligheter finns att genom aktivitetsrapporten förstå de arbetssökandes sökbeteende ochvilka begränsningar finns? I projektet ingår en empirisk jämförelse mellan aktivitetsrapportenoch Arbetsförmedlingens egen Sökandeundersökning samt en enkät ställd till ett antalarbetssökande som aktivitetsrapporterar i syfte att undersöka vad de har gjort för att bryta sinarbetslöshet. Dataunderlagen till projektet leverades under hösten 2014 och början av 2015.

    A basic assumption in the thesis is that the expansion of production and consumption in the Swedish society during the first half of the 20th century involved market as well as consumer activities of a new kind.

    The thesis explores the development and practice of marketing towards consumers as a main activity of actors in the market, how it was formulated in textbooks an trade journals and followed up in the activity of two Swedish companies (Barnängen and MEA, Militärekiperingsaktiebolaget). The focus is on the period 1920-1965.

    In the first part the main lines of the dissertation is drawn. The second part focus on texts on marketing and the main characteristics of the period is discussed. It covers the topics of marketing, distribution, advertising and selling on a general level. In two more detailed chapters, the topics of market analysis and the marketing problems and praxis in retailing is dealt with.

    The third part focus on the practice in the two companies. Market research from the company of Barnängen is examined with the focus on products, groups of consumers, which technique was used, how and if recommendations were followed up in product politics or advertising. The results showed a shift in the use of techniques and product politics towards more sophisticated instruments and a closer relation to a wider market.

    Retailers use of marketing practice is examined in the company of MEA (Militär Ekiperings Aktiebolaget). The result showed a shift in both use of advertising and advertised products over the period 1930-1960. It was also detected a shit in the relation to the market that went from customer relation to a more anonymous consumer market.

    The fourth part ties the normative and practical levels together. The consequences for the consumers are also taken in for discussion. It showed that in the overall perspective a change towards a wider consumer market took place.

    The adoption of an Internal Security Strategy (ISS) in the European Union (EU) in 2010 raised not only expectations but also a number of questions from EU scholars and practitioners. Where did it come from? Who was behind the strategy? What will be its effect on actual cooperation and policy outcomes? This article takes a historical perspective to help answer these questions. We examine the ISS from three perspectives – its origin, its formulation and its eventual content – and examine how these perspectives illuminate the likely impact of the ISS. Using some ‘ideal-type’ benefits attributed to strategies generally – including political-symbolic benefits, cohering effects and operational guidance – we assess whether the history of the ISS is likely to enable or constrain success. While further research is needed, our analysis of developments in the months after adoption of the ISS suggests that its history may serve to undermine its impact on both cooperation and policy.

    Länsstyrelsen i Gävleborgs län har i bred samverkan mellan ledning, personalorganisationer och medarbetare - ett 40-tal personer - initierat ett gediget och i många stycken djupgående jämställdhetsarbete. Utifrån olika former av kunskapshöjande insatser inom jämställdhetsområdet har man inte bara kartlagt och definerat jämställdhetsproblem utan även arbetat aktivt och konkret med dessa. Det innebär att inte bara en medvetandehöjning och ett attitydförändringsarbete har påbörjats, utan även utvecklandet av metoder och ett visst implementeringsarbete har också startats. Detta skiljer sig från många jämställdhetsprojekt som ofta inte kommer längre än till kartläggning. En viktig faktor har varit att ett större antal medarbetare aktivt har arbetet i GenuX-projektet.

    Det räcker däremot inte med att arbetet kommer "underifrån" (bottom-up) utan det krävs också ett tydligt och aktivt stöd "uppifrån" (top-down) - inte minst vid jämställdhetsförändringar. GenuX-projektet och de inblandade har stött på olika former av motstånd från såväl chefer som medarbetare. Det blir därmed mycket betydelsefullt att jämställdhetsarbetet är sanktionerat inom organisationen. Ledningens/chefernas stöd är viktigt. Det är i första hand de som kan ge jämställdhetsarbetet legitimitet och även bidra med olika former av resurser, bl.a. tidsmässiga. Tidsfaktorn har varit ett problem, vilket har inneburit att arbetsgrupperna inte sällan har "kommit i kläm" mellan arbetet i GenuX och det som ses som "ordinarie" arbetsuppgifter. Trots visst initialt motstånd och vissa problem har arbetsgrupperna genom t. ex. olika seminarietillfällen lyckats förmedla inte bara intresse utan även kunskap till de andra medarbetarna.

    Arbetet går nu in i en ny fas, från att bedrivas i projektform - särskilda åtgärder - för att påskynda jämställdhetsarbetet, till att fortsättningsvis bedrivas inom den ordinarie verksamheten och med ordinarie budgetmedel - gender mainstreaming / jämställdhetsintegrering. En förutsättning för att jämställdhetsfrågorna inte ska "försvinna" är insikten att det inte räcker med bara intresse utan tidigare gjorda erfarenheter och kunskaper måste tas tillvara och länkas samman med framtida utvecklingsarbete. Idag är cheferna ansvariga för att ett jämställdhetsperspektiv återfinns på de olika områdena på Länsstyrelsen. Avgörande blir ledningens engagemang och att implementeringen fortsätter medan arbetet fortfarande är "färskt" samt att den förändrings/lärandeprocess som har startats upprätthålls genom tydlighet och kontinuitet.
