    Abstract [en]

    Climate change is increasingly acknowledged as a threat to states and societies, and several international organizations are now seeking to respond to climate-related security risks. The EU?s comprehensive approach to security suggests that the Union is particularly well-suited to respond to such risks, but the EU has not yet developed a coherent policy. This article addresses the gap between discourse and policy outcomes by exploring how practice shapes EU climate security policy. It provides unique insights based on practitioners? accounts of the work being done in the European Union External Action Service to align various EU foreign policy tools and instruments in order to address climate-related security risks. A key finding is that a community of practice is emerging on climate security in the EU, but it is characterized by overlapping and conflicting practices relating to climate diplomacy, development, and security and defence.

    Abstract [en]

    Drawing from both European integration theory and new institutional organisation theory, this study investigates the Europeanization of the defence industry policy area from 1989-2001, with a special focus on developments in Sweden. Among other things, the study shows how a European defence industry market has begun to emerge as an industrially-led but politically-sanctioned process, made possible through a re-structuring of the defence industry at the same time as European rules have been created in order to facilitate the common production of defence equipment. Increased integration of this policy area has been possible because of a change of the dominant norms, where the defence industry has more and more come to be seen as an issue of economy than before. It also shows how the issue of the supply of defence equipment emerged as a political issue in Sweden in the mid-1990s and that there was a slight change in the view of how security can be obtained: not only through self-sufficiency in defence equipment production but also through collaboration. The relationships between the actors in the traditional “Swedish model” changed, as some actors developed in a more European context than others; and where actor identities could no longer be taken for granted. The Swedish Defence Materiel Administration has undergone several re-organisations in the time period studied, partially as a consequence of a Europeanization of the policy area, but more as a consequence of a more general trend of “marketisation” of the state administration. This trend, which was not unique to Sweden, appears to have worked as a mediating factor, enabling the increased integration of the policy area. This also implies a very close connection between European integration and Europeanization, where Europeanization in this case has enabled a more formal integration process.

    Abstract [en]

    Although attacks on cultural property have caused international outcry, our understanding of this phenomenon is still limited. In particular, little research has been directed towards exploring the motivations for such attacks. Therefore, we ask: What are the motives for attacking sites, buildings or objects representing cultural heritage? By combining insights from peace and conflict research with findings from heritage studies we present a typology of motivations for attacking cultural property. We identify four, not mutually exclusive, broad groups of motives: (i) attacks related to conflict goals, in which cultural property is targeted because it is connected to the issue the warring parties are fighting over (ii), military-strategic attacks, in which the main motivation is to win tactical advantages in the conflict (iii), signalling attacks, in which cultural property is targeted as a low-risk target that signals the commitment of the aggressor, and (iv) economic incentives where cultural property provides funding for warring parties. Our typology offers a theoretical structure for research about why, when, and by whom, cultural property is targeted. This is not only likely to provide academic benefits, but also to contribute to the development of more effective tools for the protection of cultural property during armed conflict.

    Abstract [en]

    This study aims to map, locate and make visible the everyday experiences of newly arrived immigrants in government-sponsored integration activities and to trace how these experiences are linked to changes in policy. The study pays particular attention to the dynamic nature of integration and draws links between personal, organisational and policy domains while analysing shifting integration policies from the standpoint of immigrants. Swedish integration policy has undergone vast changes during recent years as the government implements one of the largest changes in Swedish history, beginning in 2010. With this came an emphasis on employment and workfare over welfare. Consequently, the rhetoric of integration in Sweden also changed from what in municipalities was called an introduction to a sense of establishment. By examining the subjective views of immigrants, we discuss the lived experiences of individuals who are subjected to and employed in different occupations due to various integration regimes.

    Abstract [en]

    Is orchestration democratically legitimate? On one hand, debates concerning the legitimacy and democratic deficits of international politics continue unabated. On the other, the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) has progressively engaged in processes of orchestration culminating in the 2015 Paris Agreement. Scholarship on orchestration has almost exclusively focused on how to ensure effectiveness while excluding normative questions. This lacuna is addressed by arguing that orchestration should be assessed according to its democratic credentials. The promises and pitfalls of orchestration can be usefully analyzed by applying a set of democratic values: participation, deliberation, accountability, and transparency. Two major orchestration efforts by the UNFCCC both pre- and post-Paris are shown to have substantive democratic shortfalls, not least with regard to participation and accountability. Ways of strengthening the democratic legitimacy of orchestration are identified.

    In this paper, we advance discourse analysis to interpret how the state and direction of climate governance is imagined or interpreted by the multitude of actors present at UN climate conferences. We approach the annual Conferences of the Parties (COP) to the UN Framework Convention on Climate Change (UNFCCC) as active political sites that project ideas, assumptions and standards for the conduct of global politics. This paper examines to what extent the discourses of green governmentality, ecological modernization and civic environmentalism identified by Backstrand and Lovbrand [(2006). Ashgate] a decade ago still inform how climate governance is imagined and enacted in the post-Copenhagen era. After reviewing scholarship on climate governance and International Relations, we introduce our discursive framework and systematically compare three contending discourses of climate governance articulated at COP 17 in Durban (2011), COP 19 in Warsaw (2013) and COP 20 in Lima (2014). We end by discussing whether the discursive struggles played out at UN climate conferences represent a shift in the ways in which climate governance was imagined and enacted on the road to Paris, and to what extent our findings may help to extend scholarship in this field.

    This study departs from a cleavage-theory by Kriesi et al. in which the globalization and the European integration divides Europeans in winners and losers through a political, a cultural and an economic mechanism (2012). It examines the connection between the polarization following the integration and the support for political systems using Norris’ framework from Democratic deficit (2012) which differs on five levels of support. The main findings show that the polarization has an impact on four out of five levels through the cultural mechanism and that it thus not only may generate support for right-wing populism as shown by Kriesi with more, but for right-wing extremism as well. Even though the effect is limited the results also suggests that the decreasing trust in political institutions in Europe is not to be reduced to normal a fluctuation.

    Abstract [en]

    Issues relating to individual legal certainty and security in Sweden, tensions between governmental actions to secure the collectives needs and violations of the individual’s privacy are explored. Due to the tensions between privacy and securitization, this will be achieved through the securitization framework of the Copenhagen school in international relations. A qualitative content analysis using archived files from the Swedish Data Inspection Board for the period of 2001 to 2014 is presented. Changes in discourses, diversions between the individual’s legal certainty and governmental action are noted. Needs for revision of old legal texts and rhetoric are highlighted.

    Abstract [en]

    This thesis examines the contestations around the question of how violence against young women from ethnic minorities was articulated in Swedish public policy debates from 1995-2008. One core question investigated in this study is how the “new” problem of co called honour killings is categorised and understood within gender equality policies against violence and policies of immigrant integration. The thesis explores how different discourses compete and negotiate to make sense of the violence and try to stabilise meaning. Another aim of the thesis concerns the construction of available subject positions for young women, and the potential effects in terms of possibilities and restrictions for subjects to speak politically. The research material consists of parliamentary debates, major government documents, official government inquiries into integration and gender equality, as well as documents from the Swedish Integration Board and the County Administrative Boards. The analysis draws upon discourse theory and feminist postcolonial theory to explore what positions are made available to young women in policy discourses. Four competing discourses are identified: a multicultural discourse, a discourse of value-clashes, a discourse of structural discrimination and finally a gender power-discourse. However, in policies against honour related violence the violence is primarily understood as originating in a cultural and value-based heritage of certain immigrant communities. This study furthermore illustrates how girls are required to speak and make testimonies on their situation. The ways the stories of the girls are used make them into boundary markers between Swedish and non-Swedish. It is argued that letting the girls speak and listen to them might make it possible to understand some of the potential problems they face. Nevertheless, it might not form an agenda for changing the bigger political picture.

    Abstract [en]

    The aim of this thesis is to explore the institutional design of Participatory Budgeting (PB) in Sweden and how the design may contribute to realize central democratic goods. The study records the different PB experiences in Sweden and focuses on one particular case, which is the only case that successfully qualifies as a genuine PB-process according to international standards and definitions. To examine this, the following questions are asked: which municipalities in Sweden have implemented Participatory Budgeting? How can the institutional design of Participatory Budgeting be described and to what extent does it enable the realization of central democratic goods? To what extent does the institutional design enable the realization of the democratic goods inclusion, popular control, considered judgment and transparency? To what extent does the institutional design enable the realization of the institutional goods of efficiency and transferability?

    The study is based on an institutional theory of democracy. The method used is a mixed method ideal type analysis that combines document analysis, surveys and interviews. The results of the study indicates that the PB-institutions has multiple flaws regarding the way it enables the realization of numerous of the democratic goods analyzed. The institutional design does not pay enough attention to inclusion of different social groups including marginalized groups, popular control is restricted to issues of low political salience and the PB process does not live up to the transparency level expected from a democratic institution. On the other hand, the institutional design of the PB process does take into account some aspects of inclusion among the youth inhabitants and the process has been effective in the sense that it has delivered physical results quickly.

    The purpose of this article is to contribute to the understanding of the broader effects of monitoring practices in the European Union. The empirical setting is Solvit, a Commission-initiated network tasked with informal resolution of misapplications of internal market directives by national authorities. All Member States must operate a Solvit centre within their administrations. Using a governmentality approach, the article investigates the normative underpinnings of the technologies deployed by Solvit and the experts which operate them. A survey study of the Solvit network shows the development of an EU identity and a cognitive judicialization which contributes to a depoliticization of issues. This allows Solvit to expand its remit from ex post monitoring to ex ante regulation. While a governance instrument can be designed for a delimited task, a governmentality approach highlights more general mechanisms by which such an instrument's influence and reach may be extended beyond its modest appearances.

    The study examines to what extent weak labor unions and an abundance of labor have a negative effect on less developed countries terms of trade, as hypothesized by Hans Singer (1950) and Rául Prebisch (1950). Using a sample from panel data for 74 less developed countries during the period 1980 – 2010 in OLS-regressions with fixed effects, I find some evidence that weak labor unions and abundance of labor is negatively correlated with the terms of trade, which could be interpreted in favor of the Prebisch-Singer hypothesis. The marginal effect of an abundance of labor also appears to have less negative impact on the terms of trade as labor unions grow stronger.

    This paper examines the various ways in which nonideal theory responds to noncompliance with ideal principles of justice. Taking Rawls’ definition of nonideal theory as my point of departure, I propose an understanding of this concept as comprising two subparts: Complementary nonideal theory responds to deliberate and avoidable noncompliance and consists mainly of theories of civil disobedience, rebellion, and retribution. Substitutive nonideal theory responds to nondeliberate and unavoidable noncompliance and consists mainly of theories of transition and caretaking. I further argue that a special case of substitutive nonideal theory may arise when noncompliance is a result of a lack of motivation among citizens. This situation, I suggest, calls for nonideal theorizing (1) when our aim is to evaluate the political actions undertaken by specific members of a society (in particular the ruling elite) whose set of feasible options is constrained as a result of others’ lack of motivation and (2) when a situation of mutually reinforcing distrust and noncooperation—sometimes called a “social trap”—constrains the feasible option set of the entire population. The main advantage of the twofold conceptualization of nonideal theory is that it bridges the theoretical gap between actor-oriented and situation-based accounts of justice: It allows us to preserve the term ideal justice for justice under minimal feasibility constraints, while recognizing that a situation where all agents comply with their duties must in some sense be characterized as just.

    Abstract [en]

    The feasibility constraint on the concept of justice roughly states that a necessary (but not sufficient) condition for something to qualify as a conception of justice is that it is possible to achieve and maintain given the conditions of the human world. In this paper, I propose three alternative interpretations of this constraint that could be derived from different understandings of the Kantian formula 'ought implies can': the ability constraint, the motivational constraint and the institutional constraint. I argue that the three constraints constitute a sequence in the sense that accepting the motivational constraint presupposes that we accept the ability constraint, and to accept the institutional constraint presupposes that we accept both previous constraints. Adding the possibility of rejecting all three constraints, we get four distinct metatheoretical positions that theorists could take vis-a-vis the feasibility constraint on justice.

    This article contributes to existing debates on public opinion towards European integration by examining when and why fiscal transfers and public support are systematically related. Drawing on economic and identity-related theories, we develop and test hypotheses about the links between EU fiscal transfers among countries and subnational jurisdictions, and citizens’ support for European integration. Using a three-level analysis of residents in 143 regions in 16 EU member states, we find a positive effect of EU transfers among both countries and subnational jurisdictions on support for European integration among those with a European communal identity. We also find that this effect increases the more politically aware individuals are. The article sketches the broader implications of our findings for public opinion research on regional integration beyond the European Union.

    Abstract [en]

    This article revisits comparative research on gender relations and the welfare state through the lens of the tensions between paid work and care. It discusses how these tensions shaped the intellectual enterprise of gendering welfare state analysis and women's political activity in the welfare state, as well as the emergence of normative perspectives to overcome divisions between care and paid work. It concludes by identifying three challenges for future research posed by intersectionality, immigration and the gender implications of long-term welfare state change. Nonetheless, the greatest cross-cutting challenge remains the need to balance care and paid work in feminist analysis of welfare states.

    The spread of Internet and mobile phone access around the world has implications for both the processes of contentious politics and subsequent reporting of protest, terrorism, and war. In this paper, we explore whether political violent events that occur close to modern communication networks are systematically better reported than others. Our analysis approximates information availability by the level of detail provided about the date of each political violent event in Africa from 2008 to 2010 and finds that although access to communication technology improves reporting, the size of the effect is very small. Additional investigation finds that the effect can be attributed to the ability of journalists to access more diverse primary sources in remote areas due to increased local access to modern communication technology.

    The relationship between a party leadership and party activists is often illustrated by the use of John May’s "Law of curvilinear opinion structures in political parties", i.e. the idea that mid-level party activists are assumed to be more radical than both party sympathisers and the party elite. This tension between party leadership and party activists can be assumed to lead to a restriction on the party leadership’s freedom of action.

    However, in recent years we have seen a number of examples where political parties have made major realignments of their own policies without any substantial internal conflicts. Given the role assigned to conditions for involvement in the formulation of May's Law it appears reasonable to look in that direction when trying to understand these changes.

    This study covers the Moderate Party, the Social Democratic Party and the Green Party in Sweden.

    The offer made by the parties to their members can be understood in terms of collective goods, such as ideological and political community, and selective goods, such as elected offices.

    This thesis shows how the political involvement for the interviewed party activists is intimately linked to selective goods. This finding can help us to understand ideological and political changes in present-day parties.

    If, as a party activist, one is attracted by the opportunities to become an elected representative or the opportunities to exercise political power, it is reasonable to imagine that one will be more inclined to support actions that increase the opportunity to enjoy these goods. Since both the party leadership and the party activists are attracted by the selective goods offered by the party organisation, the conflict between these groups decreases, as both groups are focused on winning elections and exercising political power. The result of this study therefore provides grounds for questioning the ideas of a tension between party activists and party leaderships.

    Sweden is often described as a country with a strong welfare state and little voluntary work. This is as would be expected according to substitution theory, in which extensive welfare systems are assumed to crowd out voluntary activity and thereby limit the potential for voluntary work – there is an inverse relationship between voluntary and statutory activity. A second perspective is welfare pluralism, which is siginified by a purposive duplication of activity by different actors resulting in increased choice for service users. A third perspective is offered by complementarity theory. In this theory, different actors are assumed to have different characteristics, strengths, and weaknesses, which make them suitable for performing different tasks.

    The purpose of the thesis is to examine the variation in welfare service provision by voluntary organisations and local authorities in Sweden. This includes determining whether there is a statistical association between voluntary and statutory service provision. The thesis also explores the interaction between voluntary organisations and local authorities, that is how they are related in terms of collaboration, competition, support, and influence, and the actors’ own views on roles, responsibilities, motives etc.

    The thesis is based on two national surveys and on in-depth interviews. Questionnaires were sent to 358 Swedish voluntary organisations in 1999, and 365 organisations in 2002. At the same time points, 80 local authorities were also surveyed. In 2001, 55 representatives of voluntary organisations and local authorities were interviewed.

    Analysis of the surveys showed no negative relationship between voluntary and statutory service provision cross-sectionally or over time. This was true for both the total amount of activity and when considering individual services. In other words, no evidence for substitution processes was found.

    Although there was an increase in support for relatives in the period studied and a positive relationship between voluntary and statutory activity in 2002, no positive correlation was found within individual support activities. This means that voluntary and statutory activities tended to be of different kinds at a local level. Only rarely could users choose between different service providers, and the situation could not be characterised as indicative of welfare pluralism.

    Voluntary organisations and local authorities were described in terms of different characteristics by interviewees, as would be expected by complementarity theory. Nevertheless, there were overlaps in service provision, questioning the validity of complementarity theory with its emphasis on matching of characteristics and tasks.

    However, at a local level voluntary organisations and local authorities rarely carried out similar tasks. There is thus extensive complementarity at a local level. It is argued that this complementarity is due to the strong ideology that voluntary organisations should complement local authorities, rather than due to the different characteristics of the actors.

    Dahlerups svar er baseret på hendes mangeårige forskning. De bringer eksempler fra hendes arbejde som international konsulent omkring integrering af kvinder i politiske beslutningsprocesser. Den danske udvikling sætts i et internationalt perspektiv.

    In almost 100 countries throughout the world, parties and parliaments have responded to growing national and international pressure to increase women’s political representation by

    introducing electoral gender quotas.

    Opponents often see quotas as a violation of the liberal principle of merit. In contrast, quota advocates see gender quotas as a compensation for direct or structural discrimination against women and as an effective instrument for achieving gender balance in political institutions, which is considered essential for democratic development.

    Based on data on electoral gender quotas from all over the world, this article discusses the basic principles of gender quotas in politics. It is shown that many different types of gender quotas are in use and that various types are preferred in different regions in the world. Variations are also

    found according to level of democracy and electoral system.

    The implication of different quota regimes, defined as the combination of the electoral system and the quota type applied, is scrutinised in relation to two different concepts of equality: equality of opportunity and equality of result. It is concluded that – contrary to what is commonly believed – electoral gender quotas come closer to providing real equality of opportunity than equality of result. Quota regimes may even increase competition over elected positions, since gender quotas change the most common de facto situation, where men only compete with men.

    Fifty years ago politics was totally male dominated. Since then, a process of engendering has taken place. Based on the feminist critique of gender blind democratic theory and practice, this article discusses the ‘how’, the’ who’ and the ‘what’ of representation. It is argued that a new global discourse of exclusion has shifted the focus from women’s (lack of) resources and political differences between women to the lack of inclusiveness of the political institutions themselves. To the normative link between the inclusion of women and other under-represented groups and representative democracy, a new link is added at the meso-level, stressing the procedural link between the how and the who. Gender quotas make such a link, opening up the ‘secret garden of nominations’ in making the important processes of selection and nomination of candidates for election more formalized and transparent.
