    Despite almost unanimous adherence to the principle of gender equality in contemporary Denmark, a society with a long historical record of gender equality policies and almost 40 percent women in parliament, are there still divergences to be found among the members of parliament concerning gender equality principles and policies? This article argues that in order to identify underlying cleavages it is necessary to pose fundamental questions that go beyond the day-to-day disagreements on policy issues. Based on a new survey of the members of the Danish parliament, this study finds that the support for gender equality is not just a matter of lip service insofar as few MPs hold traditionalist views on women. However, the study reveals conflicting perceptions, left-right cleavages and gender gaps, sometimes also within the parties. A new discourse is identified, supported by a large minority that includes all of the male MPs from the four right-wing parties; this minority considers gender equality to be a closed case' - that is, as having by and large been achieved. This may provide clues to the puzzle of the stagnation in gender equality reforms in spite of the general support for gender equality'. The article discusses the possible connection between the closed case' discourse, present neoliberal trends in society and the recent construction of gender equality as an intrinsic Danish value' - an argument familiar in other countries with a harsh debate over immigration.

    This chapter is part of a netbased scientific publication, issued on the occation of the centeniary of women's local suffrage in Denmark 1909.

    Drude Dahlerup's chapter discusses various theoretical explanations on the variation in women's political representation: the gender power theory, the time-lag theory and the saturation theory. The article concludes that changes in the discoursive frames as well as the degree of pressure from the women's movements must be seen as the most important factors.

    Tables show the historical development of women's political representation in the Nordic countries.

    Why are women still under-represented in politics? Can we speak of democracy when women are not fully included in political decision-making? Some argue that we are on the right track to full gender equality in politics, while others talk about women hitting the glass ceiling or being included in institutions with shrinking power, not least as a result of neo-liberalism. In this powerful essay, internationally renowned scholar of gender and politics Drude Dahlerup explains how democracy has failed women and what can be done to tackle it. Political institutions, including political parties, she argues, are the real gatekeepers to elected positions all over the world, but they need to be much more inclusive. By reforming these institutions and carefully implementing gender quotas we can move towards improved gender equality and greater democratization.

    Abstract [en]

    This chapter discusses the contested concepts of “women's interests” and “substantive representation of women” from a theoretical point of view (in feminist theory), as well as from a perspective of how to make these concepts relevant in empirical analyses. The chapter suggests that examples of concept stretching of the original Hanna Pitkin concepts may be seen. It also argues that at the most fundamental level a concept of women's interest can only derive from feminist theories about male dominance and gender inequality, which is why a parallel concept of “the substantive representation of men” does not make sense. For empirical analyses, however, an a priori definition of women's interests is not necessary, as long as clearly stated criteria of evaluations are used, which is not always the case.

    The critical mass theory in political science derives from original works of Moss Kanter (1977), and Drude Dahlerup (1988). In spite of scholarly reservations about this theory  (it is argumed that women do not have to be a critical mass, for instance 30%, in order to make a difference on policies, and other factors than the numerical representation might be just as important), the theory lives on public debate, being used in discourses about increasing women's numerical representation and in arguments for the adoption fo electoral gender quotas. This article scrutinizes both the scholarly and the public debates on the cirtical mass theory.

    Starting from the first 'Women in Politics' workshop, Berlin 1977, the article looks at the development of this new research field within the framework of the ECPR. From a young gender blind political science in the 1950-1970s until today's situation, where papers applying a gender perspective are presented in almost every ECPR workshop, and as many as 300 scholars participated in the First European Conference on Gender and Politics', organised by the ECPR Standing Group on 'Women/Gender and Politics'. The article scrutinises the discussion about 'the male oligarchs of the ECPR' and the accusation of 'separatism'.

    The continuous underrepresentation of women and of various minorities in elected political assemblies challenges classic democratic theory, which focuses on procedures, on the how, while neglecting the who of representation, be it in the ancient city-state of Athens or in modern deliberative governance structures. Political representation is embedded in the power structure of the political system. In most political systems the political parties are the gatekeepers to elected positions. When the voters enter the polling station, the nomination and rank order of candidates for election have already been decided on by the political parties. Historically, representation predates democracy, as in the representation of noblemen, priests, and the bourgeoisie in the old estates. The present discussion of equal representation of all citizens in relation to their share of the population is linked to modern democracy. Yet, increasingly, even senior non-democratic countries select their political assemblies through direct public elections, which has made the question of who the representatives are a global issue. This entry distinguishes between descriptive, substantive, and symbolic representation.

    på 1915-grundlovens betydning – et emne, der har været stærkt

    underbelyst i forskningen frem til i dag.

    Bogen henvender sig til alle, der interesser sig for dansk politik

    samt spørgsmål om køn og ekskludering.

    Abstract

    The report maps the diffusion of electoral gender quotas in the 30 EU/EEA countries. In 21 of the countries some type of gender quotas are in use, either legislated or voluntary party quotas. The report evaluates the effectiveness of different quota types in different electoral systems. Some gender quotas have resulted in major leaps in women‟s representation, while others had led to almost no change.

    The conclusion is that in order to be effective in changing women‟s historical under-representation electoral gender quotas have to fit the electoral system and should include regulations about the rank order of women and men on the electoral lists as well as sanctions for non-compliance.

    In general, the report reveals a mixed picture in Europe when it comes to women‟s representation. This up-dated version of the 2008-study (PE 408.309) shows that women‟s parliamentary representation increased only from 23.6 % in 2008 to 24.7% in 2011. In the most recent parliamentary election in 13 of the countries as well as in the election to the European Parliament women‟s representation increased, but ten countries experienced stagnation and in seven for the countries women‟s share of the MPs dropped.

    Eight case studies on Belgium, France, Germany, Poland, Slovenia, Spain, Sweden and the United Kingdom are included in the report.

    While electoral gender quotas are rapidly disseminating all over the world, they are also meeting with fierce resistance. A closer look at quota debates reveals that a considerable number of arguments for and against quotas take the form of quotas. This article identifies a number of key predictions from the quota debate in relation to three dimensions: descriptive representation, substantive representation and symbolic representation. Through examples from the growing quota research, the article discusses how nine selected pairs of predictions have been or could be tested empirically. By this we hope to move the discussion of quotas away from the present deadlock between quota proponents and opponents. A central argument made is that the differences in research results do not only derive from variations between the countries, but also from the use of disparate criteria of evaluation. The article points to the need for clarification and the development of common concepts and criteria.

    Recent years have witnessed the rapid diffusion of electoral gender quotas. Today, about forty countries around the world have introduced gender quotas for parliamentary elections, either by constitutional amendment or electoral law. Also, quotas for public election have been laid down in major political parties' statutes in more than fifty countries.

    This article, which is based on the first worldwide overview of the use of quotas, presents general trends in quota adoption. It identifies two discourses: the incremental track versus the fast track to women's parliamentary representation, and argues that the Scandinavian countries - which represent the incremental track - many no longer be a valid model for ways to improve women's representation. The article also analyses the implementation process, and concludes that, without specifications of quota provisions that match the electoral system in question, and rules about the rank order of candidates as well as sanctions for non-compliance, quota provisions may be merely symbolic.

    Abstract [en]

    The Atlas presents an overview over current trends and challenges in the implementation of gender quotas in politics around the world. It includes profiles of 85 countries and terrtories with detailed description of quota systems used in them. The aim of this Atlas - similar to its source database (Global Database of Quotas for Women, www.quotaproject.org) - is to provide women's rights and gender equality advocates as well as election practitioners with an easily accessible and consolidated resource on gender quotas.
