    Abstract [en]

    In recent years, the governing model used in the Swedish public sector – Management by Results – has become a subject of debate. While the government has argued that it must be replaced with a new model that gives the professionals increased status and autonomy, others have argued that it must be maintained in order to put high demands on public employees and prevent them from getting too much power. The debate gives the impression that there are only two ways to govern a modern administration: either through output-oriented instrumental hierarchy, where superiors at various levels hold their subordinates in short leashes through detailed steering and control systems, or through professional norms, where the superiors leave the subordinates alone and put their trust in that they act professionally and in the interest of the government and the public, even “when no one is looking”. This article widens the perception of governing and argues that a dimming of Management by Results does not have to lead to a situation where the administration becomes disconnected from the outside world and is left to “run its own race”. Based on current research within the field of meta-governance, and by using empirical examples from the Swedish central government, this article shows that the government possesses – and often uses – various governing strategies and control instruments to ensure that the administration can retain a high degree of orientation and adaptability, even in situations where the government is unable or unwilling to express its wishes and preferences as precise and consistent as the established steering model requires of them.

    This chapter analyzes if Swedish principals embrace a number of public core values differently depending on whether they are working for public or private schools. 371 principals (202 working for public schools and 148 for private schools) have completed a written questionnaire containing 15 postulations connected to five core values: political control, rule of law, economic efficiency, professionalism and users’ influence. The study’s main finding is that the differences between the two categories of principals are quite small. Discernible differences are expected, e.g. that principals in independent schools are a bit more prone than principals in public schools to letting pupils and parents influence school activities, and that principals in public schools seem a bit more inclined to interact and listen to politicians than principals in independent schools. The result implies that factors other than the type of organization – private or public – are more important for the way principals relate to public core values. For example, the comprehensive and detailed regulation of the Swedish educational system, or professional norms among principals, might explain the high degree of conformity.

    Abstract [en]

    Governing the Embedded State integrates governance theory with organization theory and examines how states address social complexity and international embeddedness. Drawing upon extensive empirical research on the Swedish government system, this volume describes a strategy of governance based in a metagovernance model of steering by designing institutional structures. This strategy is supplemented by micro-steering of administrative structures within the path dependencies put in place through metagovernance. Both of these strategies of steering rely on subtle methods of providing political guidance to the public service where norms of loyalty to the government characterize the relationship between politicians and civil servants. By drawing upon this research, the volume will explain how recent developments such as globalization, Europeanization, the expansion of managerial ideas, and the fragmentation of states, have influenced the state's capacity to govern. The result is an account of contemporary governance which shows the societal constraints on government but also the significance of close interaction and cooperation between the political leadership and the senior civil servants in addressing those constraints.

    Abstract [sv]

    I artikeln analyseras Bo Smith-utredningens problembeskrivningar och förslag till lösningar avseende statstjänstemännens rådgivning till politikerna utifrån ett svenskt perspektiv. Det konstateras att den typ av problem som utredningen diskuterar inte har varit framträdande i svensk debatt och forskning. I artikeln pekas på olikheter i de båda ländernas förvaltningstraditioner som kan förklara denna skillnad. För det första att de politiska ledningarna är större i Sverige än i Danmark, för det andra att det i Sverige finns krav på kollektivt beslutsfattande i regeringen medan det i Danmark råder ministerstyre, och för det tredje att de fristående myndigheterna och kommittéerna i Sverige har en klart uttalad roll att förse regeringen med beslutsunderlag medan styrelserna i Danmark inte deltar särskilt aktivt i rådgivningsarbetet till ministrarna.

    Abstract [en]

    This book adds an organizational perspective to the analysis of governance and democracy. It argues that a number of organizatiobal factors challange the notion of agency assumed by a governance model. The book criticizes the governance model for resting on the rational myth and the assumtion that democratic ideals can be translated to specific democratic values, which in turn can be adhered to by democratic agents. By adding an organizational perspective to th eanalysis of governance and democracy, th ebook proves that theories about organizing and the construction of agency can be used to explain how and why democratic values are attended to in governance structures.
