    Abstract [sv]

    Denna undersökning har som syfte att finna svar på hur diskursen kring stat och marknad såg ut i debatten om det statliga bolåneinstitutet SBAB. Undersökningen gör två historiska nedslag, dels 1984 och dels 1990. Materialet som studerats är protokoll från riksdagsdebatter samt utskottsbetänkanden. Som metod har diskursanalys tillämpats och den teoretiska referensramen vilar på konstruktivismen som grund. Undersökningens resultat visar att det existerat två parallella diskurser. Den ena diskursen ansåg att statens inflytande var för stort och såg ett behov av ökade inslag av marknadsallokering, medan den andra ansåg det förhålla sig på ett motsatt vis. Studien visar även att en diskursiv motsättning mellan politiska gruppers syn på staten och marknaden existerat, samt att en viss förändring skett mellan de undersökta åren.

    Abstract [en]

    This dissertation is about the experiences of low-paid single mothers in sustaining their families in Sweden in the early 2000. The investigation builds upon interviews with twenty low-paid single mothers living and working in Stockholm. Ten of the women are Swedish-born and the other ten are Iranian-born but have been residing in Sweden for several years. A majority of the Swedish-born women belong to the working class, while most of the Iranian-born mothers are from a middle class background. This study is based on an extended definition of sustenance that encompasses support for livelihood and meeting the family needs that conform to socially accepted norms. Sustenance requires incomes to cover expenses and care work. The informants sustain their families mostly from wage work. However, they also seek allowances from the social security system to buy goods and services that they combine with care work to sustain the family. The care work for younger children demands much time and physical work, while caring for older children requires more mental and emotional work. Sustenance for these mothers implies fulfilling all these demands and also to ensure that the children’s’ needs are met. Several factors influence the mothers’ sustenance. Low wages and the single responsibility for children means less money and more time devoted to care work. Few fathers take significant responsibility for their children’s sustenance. The mothers get support from their social networks, often from other women and from the welfare system. Ethnic background negatively affects sustenance for the Iranian-born mothers mostly in the form of reduced cultural and social capital. Children are the highest priority among all the families. However, the priorities may differ among the families and are connected to the mothers’ class, ethnic background and their access to cultural capital.

    IMF:s lån till utvecklingsländer på 1980- och 90-talet kom med krav på strukturanpassningsprogram (SAPs), vilket innebar stort inflytande över utvecklingsländernas ekonomier. För många länder försämrades det ekonomiska läget, skulderna ökade och sociala förhållanden förvärrades. Bakom dessa strategier låg neoliberala idéer och neoklassisk ekonomisk teori. Den neoklassiska ekonomiska teorin kritiseras ofta av feministiska ekonomer för att innehålla en felaktig människosyn inom modellen om människors ekonomiska beteende: ’economic man’. Enligt dem leder ’economic man’ som människosyn till konsekvenser i den politiska praktiken då den neoklassiska ekonomiska teorin influerar beslutsfattande. Denna uppsats undersöker hur neoliberalismen och människosynen bakom ’economic man’ har influerat policydokumenten om SAPs. Uppsatsen utgår från de feministiska ekonomernas kritik mot neoklassisk ekonomisk teori och ’economic man’, samt Philip Mirowskis diskussioner om neoliberalism. Studien genomförs utifrån två fallstudier om SAPs, i Ghana (1987-2001) och i Etiopien (1992-2001), baserat på de dokument som innehåller de politiska omstruktureringarna som IMF anser nödvändiga och länderna avser genomföra för att få tillgång till IMF:s lån. Undersökningen visar att de neoliberala idéerna figurerar både explicit och implicit i utformandet av SAPs och påverkar utformandet av dem då de utgår från neoliberalsmens övertygelser om bästa sättet att nå tillväxt och önskad utveckling. Vidare indikerar resultatet att människosynen bakom ’economic man’, framförallt vad gäller antagandena om rationalitet och nyttomaximering, förekommer som en logisk premiss i utvecklingsstrategierna och därmed har influerat utformningen SAPs. Dessutom framgår det att makroperspektivet i dokumenten bidrar till att reproducera maktrelationer och strukturella hierarkier som missgynnar kvinnor.

    Abstract [en]

    Nord Stream is an international consortium created by five big companies in year 2005 with the purpose of planning and construction two 1,224-kilometre long gas pipelines through the Baltic Sea. This thesis will analyze and shed light on the political discourse surrounding Nord Stream from a Swedish perspective. Research enters upon the assumption that Nord Stream poses a security issue for Sweden, which is investigated and validated through Regional Security Complex Theory. Furthermore, the aim is to investigate hidden and omitted causalities and explain why Sweden and Russia talk about Nord Stream the way they do. The research reveals that the official Swedish stand in the Nord Stream debate is clear, Sweden is negative to the project and the reason is argued to be environmental aspects. Though linked to the fact that Nord Stream is a security issue for Sweden, new and interesting notions are exposed with help of political framing. In the case of Nord Stream, significant societal and institutional constrain controls Sweden’s actions, especially since the issue is of an international matter. Nord Stream includes trade, energy politics, national borders and environmental aspects. Sweden must answer to both powerful actors such as Russia and EU, but also public opinion in form of their citizens. Thus, no matter what the factual background is, tools for a Swedish interception of Nord Stream are limited.
