Abstract [en]

Conditioning different stages of the immigration and integration process on passed language orcivic knowledge-tests has become increasingly popular over the 21st century and is now acommon integration policy in Europe. Imposing and increasing language and civic education(LCE)-requirements has been justified as a tool to incentivize host-language acquisition amongimmigrants and improve integration accordingly. An essential question is then, do these desiredeffects exist? By applying the newly developed Language Policy Index for Migrants to recentrounds of the European Social Survey, this thesis explores how different LCE-requirementlevels may impact the economic integration of so-called third-country nationals (TCNs),immigrants born outside of the EU - for whom these requirements mainly apply. In a logisticmultilevel random-effects model, I find no support that stricter LCE-requirements improve theprobability of employment for TCNs in general. Neither do estimates imply that TCNs exhibithigher chances of employment in countries with lenient requirements, which raises concernsover the policy design and intended outcomes. However, when incorporating a genderdimension, results suggest that strict LCE-requirements may have excluding effects on theemployment of male TCNs, while they could benefit that of female TCNs. Under strict policies, estimates show that female TCNs do not have significantly lower employment chancescompared to native women, whereas this is the only setting where the predicted probability ofemployment is significantly lower for male TCNs compared to native men. These findingsimply that LCE-requirements potentially have different effects on male and female immigrants, which relates to gender-based differences in labor market attachment, occupational choice, andthe importance of language proficiency in working tasks. This study joins a rather limitedliterature evaluating LCE-requirements and adds a valuable contribution in highlighting thegender aspect, further underscoring the complexity of these policies and their possible effects.
