Client participation in the investigation process – communication and standardised methods in the social services: [Klientens delaktighet i utredningsprocessen - kommunikation och standardiserade metoder i socialtjänsten]

Abstract [en]

This article draws on two parallel trends in the documentation of social services: increased standardisation and increased user participation. The question arises as to whether these two trends can align. The caseworker's conversation with the client forms the basis for the documentation that results in a decision. The oral communication is converted into written documentation. The process of transformation is pivotal to ensuring client participation. Participation in its most fundamental form depends on comprehensibility, which in turn depends on the language used. In this study, we scrutinise the Swedish standardised documentation model, the IBIC (the Individual's Need in Focus), which is based on a specialised professional language. The IBIC strives for increasing client participation. Our findings, based on 80 documents and 13 interviews with caseworkers, contradict the idea that a specialised language for professionals would promote greater client participation. The caseworkers find it difficult to involve the clients in the IBIC documentation. There are three ways in which they handle the IBIC and its language. They remake it into everyday terminology. They often avoid involving the client in the assessment scale. Finally, they return to the IBIC language, which leads to feared difficulties for the client in comprehending the content.

Abstract [sv]

Artikeln utgår från två parallella trender avseende socialtjänstens dokumentation: ökad standardisering och ökad brukardelaktighet. Frågan är huruvida dessa två trender kan förenas. Socialsekreterarens samtal med klienten ligger till grund för den dokumentation som leder till ett beslut; den muntliga kommunikationen omvandlas således till skriftlig dokumentation. Denna omvandlingsprocess är avgörande för klientens delaktighet. Delaktighet i sin mest grundläggande form är beroende av begriplighet, vilket i sin tur är beroende av det språk som används. I denna studie granskar vi den svenska standardiserade dokumentationsmodellen IBIC (Individens behov i centrum), som baseras på ett specialiserat fackspråk. IBIC strävar bland annat efter att öka klientens delaktighet. Våra resultat, baserade på 80 akter och 13 intervjuer med biståndshandläggare/socialsekreterare, motsäger dock uppfattningen att ett specialiserat språk för yrkesverksamma skulle främja klientens delaktighet. Handläggarna menar att det är svårt att involvera klienterna i dokumentationen och hanterar IBIC och dess språk med hjälp av tre strategier: de omformulerar IBIC till vardaglig terminologi; de undviker oftast att involvera klienten i bedömningsskalan; slutligen måste de dock återgå till IBIC-språket i det skriftliga beslutsdokumentet, vilket leder till befarade svårigheter för klienten att förstå innehållet.
